The Role

DCC is seeking an experienced and knowledgeable professional to join our team as the Head of Regulatory Support. The team operates a business partnering approach – proactively working with DCC functions and programmes to provide day-to-day regulatory advice and support as needed to ensure DCC remains compliant. The team requires strong, strategic and dynamic leadership to ensure that it contributes to high priority areas as needed. The provision of expert analysis, advice and an ethos of continuous improvement are essential to enable DCC’s success.

This role is required to perform the following key functions:

Thought leadership in the provision of regulatory support: Whether it be in products, process or priorities, the Head of Regulatory Support will demonstrate exceptional communication skills and a track record in providing new perspectives, expert advice and insight to deliver on the regulatory challenges faced by the business. They will quickly establish credibility across DCC, especially at C-Suite level, and industry participants more widely.

Day-to-day regulatory support, guidance and interpretation: Provide expert guidance and interpretation of the regulatory framework to the business. This includes understanding and analysing complex regulatory requirements, industry codes and standards, and translating them into actionable advice for the organisation.

Strategic thinking: Must be a strategic thinker who can navigate complex challenges, drive organisational success and has a track record in developing strategic initiatives. Contribute to DCC’s strategic direction from a regulatory perspective Supports teams in translating strategy into realistic plans. Helps others to ensure plans are aligned and focused on the most impactful areas.

Oversee the delivery of regulatory products: Oversee development of DCC regulatory products to support functions and programmes. Importantly, this will often mean working through and upskilling others in DCC to deliver – not always holding the pen. Example products include relevant SMETS1 consultations and decisions, SEC and REC modifications and LC13B plans as required by DESNZ. Document/product delivery must be aligned with DCC’s functional and programme priorities and timelines to ensure that regulatory processes do not contribute to any delays.

Business case assurance: Lead the Business Case Assurance Team maintaining and improving the assurance and approval process in line with HMT Greenbook best practice.

Stakeholder Engagement: Engage with regulatory authorities to support functions and programmes in their objectives. Represent the company's interests and contribute to formal DESNZ meetings - for example, at the lifecycle level (Concept to Contract, Contract to Market and Market to Retire). Build and maintain effective relationships to influence regulatory decisions.

Team leadership: Lead a team of regulatory professionals, fostering their development. Set stretch goals for the team which significantly raises the bar and accelerates the achievement of Smart DCC's vision and mission. Empower people to be bold in their pursuit of feedback, considering the views of wide reaching people, incl. customers. Break down silos and resolve team conflicts. Share team success and reward.
