This is a Principal public health practitioner role in the Powys Public Health team to drive forward the implementation of a systems-wide approach to health protection in Powys. They will have a good understanding of the principles of health protection and have experience of responding to outbreaks and wider threats.

The role involves working with specific target groups in a range of settings in partnership with local communities and partner organisations. This will include maintaining effective partnerships and networks with statutory, voluntary and private sector organisations at a local and regional level. The post-holder will provide specialist advice and support on the development of health protection and response programmes for the population of Powys. The post holder will be integral to addressing some of the recommendations in the recent Welsh Government health protection system review and support the implementation of the national health protection framework once published.

The post-holder will have a lead role in projects and programmes within the public health directorate's annual work plan focusing on driving forward the delivery of the health protection service.

Main duties of the job

The post-holder will have a senior role in the newly established local health protection multi-disciplinary team in Powys. This role will work collaboratively across organisations to establish a local response for the health protection team which will work proactively to reduce the spread of infectious disease and can effectively respond to local incidents. The main duties of the job will include:

  • Collaborative working for health protection.
  • Leadership and collaborative working with strategic partners.
  • Promoting and protecting the population's health and wellbeing.
  • Developing health programmes and services to improve health outcomes, protect from harm and reduce health inequalities.
  • Undertake wider targeted health protection work for example, to support those seeking refuge in Wales, support messaging in schools, provide support to care homes, work on TB and Hepatitis elimination etc
  • Working with and for communities.
  • Policy and strategy development and implementation.
  • Strategic leadership for health.
  • Surveillance and assessment of the population's health and wellbeing.
  • Contributing to the delivery of the public health team's annual plan.

Job responsibilities

The main responsibilities of the job include:

Providing highly specialist advice and expertise on health protection policy and practice to individuals and organisations across all sectors, ensuring evidence-based action to reduce the incidence and prevent transmission of communicable disease.

Strategic leadership and collaborative working with strategic partners including the Powys Public Service Board and Powys Regional Partnership Board.

Developing local systems to collect, analyse, interpret, and disseminate a wide range of information on health protection.

Developing and implementing policy and strategy including working with stakeholders to agree and implement strategic partnership action plans.

Developing and implementing health programmes, interventions and services to improve health outcomes and reduce health inequalities in Powys.

Ensuring that the prevention/promotion/improvement agenda is in the forefront of key strategies and programmes that impact on the long-term health and wellbeing of the population.

Developing and maintain an overview of developments in knowledge and practice in health protection and identify opportunities to integrate these into practice.

Providing leadership and management for the public health, health protection team. This will include:

-leading the planning and activities to respond to an all hazards health protection approach and identify early threats from transmission of disease.

-leading on the development and implementation of interventions that contribute towards the promotion of health and the reduction of inequalities.

providing support and public health advice to the health board in relation to work in preventing, responding and manage health protection incidents.

direct line management of a Band 7 incident manager health protection.

-developing and implementing action plans, preparing and submitting high quality reports for a range of internal and external audiences, planning and chairing meetings and events, finding, assessing, analysing and interpreting data and evidence, attending and presenting at meetings and events including at strategic partnership level, engaging effectively with a range of stakeholders including senior strategic partners, evaluating interventions, and monitoring and reporting on progress.

As a senior member of the Powys local public health team, the post-holder will also be expected to contribute to the wider leadership and management of the public health team as a whole.

  • Masters in Public Health/Health Promotion or allied discipline or equivalent professional qualification or equivalent demonstrable professional experience
  • Evidence of continuing professional/personal development
  • Understanding of determinants of health and health inequalities
  • Significant experience in a senior role in Public Health / Health Promotion or a related field
  • Substantial direct experience of working with diverse senior professional and managerial groups across a range of organisations and professional disciplines
  • Track record of working in partnership arrangements
  • Staff management and development experience
  • Experience of leading, developing and implementing programmes and initiatives focussed on improving health outcomes and/or reducing health inequalities
  • Excellent oral and written communication skills
  • Strategic and analytical thinker and planner
  • Proven ability to work successfully with diverse professional partners across a range of organisations
  • Ability to prioritise, plan and manage workload
  • Clear understanding of project planning and management, including monitoring and evaluation of projects
  • Information and knowledge management skills
  • Ability to travel between sites in a timely manner to meet the needs of the service

  • Registered, or working towards registration, with the UK Public Health Register (Practitioner Registration)
