Main duties of the job

Key Responsibilities:

  • Work with local BI leaders to develop and implement data governance policies to ensure data integrity, privacy, and security.
  • Oversee the development of data infrastructure and analytics capabilities to support decision-making at County level that supports organisational level processes.
  • Drive initiatives to leverage artificial intelligence and machine learning for predictive analytics and personalized support.

Requirements:

  • Proven track record in data leadership roles, preferably within healthcare or a related field.
  • Strong understanding of data governance, compliance, and privacy regulations.
  • Excellent communication skills and ability to influence stakeholders at all levels.

They will work with system colleagues inpartner organisations to align our plans within Somerset so that we develop acommon approach to platforms, software, process and people.

The post holder will leadand drive the development and delivery of data services for Data Science,Population Health Analytics, Data Engineering, Artificial Intelligence andAnalytics across Somerset, by providing professional and expert leadership and buildingclose and effective working relationships with key data consumers across the Partnership. They will be required to lead and drivecollaborative work to align data policy and administration with relevantregulatory, legal, and ethical mandates across the various systems withinSomerset.

The post-holderwill also lead on broadening the definition of intelligence into the collectionand analysis of qualitative information sources (moving into fields such asoutcomes, satisfaction and value creation).

Furthermore, the post willrequire establishing and maintaining strong partnerships with the key datastakeholders including but not limited to NHS England, UK Health SecurityAgency, UK Research & Innovation, National Institute for Health and CareResearch, DARE UK, Turing Institute, and the Great Western Secure DataEnvironment.

KEY RESPONSIBILTIES OF THE ROLE:

Thepost-holder will be responsible for convening collaboration amongst Somerset organisationsand will be able to:

Establish and strategically lead a JointIntelligence Function (JIF) function as part of the Somerset Partnership.

Work with existing BusinessIntelligence and related IT leads to create an analytically drivendecision-making culture within Somerset ICS

Be responsible for long term strategicanalytics forward planning within the Somerset ICS.

Manage the strategic development and deliveryof the PHM platform and Joint Intelligence Function, ensuring that national& local requirements and standards are met.

Lead the development of the Systemdata strategy, service delivery and adoption of artificial intelligence andpopulation health analytics (prioritisation their application given localneeds).

Ensure that data services meet thenational & local requirements and standards including for the purpose ofthe GW-SDE and National FDP.

Operate autonomously and haveauthority over all aspects of the JIF function.

Will contribute to the ICB on callrota.

Reports into the Somerset Board and Integrated CareBoards and make objective analytical and decision advice to the Board andconstituents.

Corporateresponsibility for significant and instrumental policy implementation andservice development which impacts the ICS, plus the patients and communities ofSomerset.

Responsibilityfor providing strategic direction in a collaborative and facilitative way tomanage improvement across the systems ensuring providers to come together,understand needs, value, and risk and to design and deliver care accordingly,as a key part of the Somerset operating plan model. This includes the abilityto drive strategic direction for performance and improvement for the ICS andoversight with accountability for System Oversight.

Provide leadership in the absence ofthe Chief Officer for Strategy, Digital & Integration relevant to thisrole.

CollaborativeWorking

Work with Analytics leads withinSomerset to create a Joint Intelligence Function that meets the aims ofproviding valuable insight to stakeholders and users within Somerset to enablethem to make better decisions with regards to service planning, coordinationand delivery.

Strategic Development (& Delivery)of the data function, ensuring that national & local requirements andstandards are met.

Tohelp create and develop a sense of team amongst the wider Somerset data andanalytics community.

Work with relevant clinical leadsacross organisations to promote the use of preventative and interventionalanalytics.

Engagement with data owners and datasecurity leads within the System.

In partnership provider leadershiptowards the development of the ICS Informatics Service and working withorganisational leads to establish steps that can be taken to assist them tomeet the national & local requirements and standards for analytics.

Leadership/ Management

Person Specification Experience
  • Demonstrable knowledge in:
  • The evidence base relating to analytical work in health and care including what is currently known and the cutting edge.
  • Understanding of the analytical industry and implications of emerging technologies on the wider business environment
  • All relevant analytical fields, their associated methods, and their potential for application within healthcare.
  • Have experience at leading analytical teams and ideally across a wider function at Dep-CIO level.
  • Be experienced reporting at Board level.
  • Experience in using data to inform transformational change programmes.
  • Advocate for and support the adoption of open-source software (including R & Python) and code-sharing
Communication
  • Exceptional communication and engagement skills which engender community confidence, strong collaborations, and partnership; comfortable and credible operating at Board level.
  • Will have a set of communication skills that allow them to make complex data accessible to non-analyst colleagues.
  • Communicate compelling analytical stories both in person and in formal (reports) and informal (blogs, websites) written mediums, making use of the full range of analytical and visualisation techniques
  • High level negotiating skills - able to negotiate solutions across a range of partners who may have different perspectives.
