The post holder will leadand drive the development and delivery of data services for Data Science,Population Health Analytics, Data Engineering, Artificial Intelligence andAnalytics across Somerset, by providing professional and expert leadership and buildingclose and effective working relationships with key data consumers across the Partnership. They will be required to lead and drivecollaborative work to align data policy and administration with relevantregulatory, legal, and ethical mandates across the various systems withinSomerset.

Be responsible for long term strategicanalytics forward planning within the Somerset ICS.
Manage the strategic development and deliveryof the PHM platform and Joint Intelligence Function, ensuring that national& local requirements and standards are met.
Lead the development of the Systemdata strategy, service delivery and adoption of artificial intelligence andpopulation health analytics (prioritisation their application given localneeds).
Ensure that data services meet thenational & local requirements and standards including for the purpose ofthe GW-SDE and National FDP.
Corporateresponsibility for significant and instrumental policy implementation andservice development which impacts the ICS, plus the patients and communities ofSomerset.
Responsibilityfor providing strategic direction in a collaborative and facilitative way tomanage improvement across the systems ensuring providers to come together,understand needs, value, and risk and to design and deliver care accordingly,as a key part of the Somerset operating plan model. This includes the abilityto drive strategic direction for performance and improvement for the ICS andoversight with accountability for System Oversight.
Provide leadership in the absence ofthe Chief Officer for Strategy, Digital & Integration relevant to thisrole.
CollaborativeWorking Work with Analytics leads withinSomerset to create a Joint Intelligence Function that meets the aims ofproviding valuable insight to stakeholders and users within Somerset to enablethem to make better decisions with regards to service planning, coordinationand delivery.
Strategic Development (& Delivery)of the data function, ensuring that national & local requirements andstandards are met.
Tohelp create and develop a sense of team amongst the wider Somerset data andanalytics community.
Engagement with data owners and datasecurity leads within the System.
In partnership provider leadershiptowards the development of the ICS Informatics Service and working withorganisational leads to establish steps that can be taken to assist them tomeet the national & local requirements and standards for analytics.
Leadership/ Management Sophisticated leadership andinfluencing skills with the ability to develop credibility as a seniorprofessional in the relevant area with other senior system leaders.
Ability to guide and facilitateboth experienced and inexperienced very senior colleagues.
All relevant analytical fields, their associated methods, and their potential for application within healthcare.
Experience in using data to inform transformational change programmes.
Advocate for and support the adoption of open-source software (including R & Python) and code-sharing
Exceptional communication and engagement skills which engender community confidence, strong collaborations, and partnership; Will have a set of communication skills that allow them to make complex data accessible to non-analyst colleagues.
Communicate compelling analytical stories both in person and in formal (reports) and informal (blogs, websites) written mediums, making use of the full range of analytical and visualisation techniques
Educated to Degree level or equivalent level of experience of working at a senior level in specialist area
Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent
Evidence of Continued Professional Development (CPD) with membership or relevant professional body.
