London/office based (Hybrid working – minimum 2 days in London). Homeworking will be considered (salary reduced by London weighting) but regular London attendance based on business need will be required.

About us

The Local Government Association (LGA) is the national membership body for local authorities. We work on behalf of our member councils to support, promote and improve local government.

We are a politically led, cross-party organisation that works on behalf of councils to ensure local government has a strong, credible voice with national government. We influence and set the political agenda on the issues that matter to councils to help them deliver local solutions to national problems. We also provide councils with the tools and resources to respond to challenges present and emerging, and support improvement across the sector.

There is a lot of external change also on the horizon: the political environment and the outcome of the general election, as well as changing priorities, areas of risk and opportunities for our members. As we embark on an exciting journey of transformation we need to create capacity at a senior HR level.

About the role

This is a key senior management role which will, initially, report to our existing Head of HR & Payroll who will be working on some specific people projects (our Agile Future programme). You will bring senior HR capacity, overseeing the HR & Payroll function – including Payroll, HR Operations (HR admin, recruitment, data and systems) and HR Strategic Delivery (ER, Well-being, EDI and learning & development).

Alongside the daily operations of the HR function you will work closely with the existing Head of HR & Payroll to understand how any project outcomes translate into operational delivery within the HR & Payroll team. Please note - this role oversees HR & Payroll activity for the LGA and a number of associated organisations.

We are open to this being a development opportunity for someone with the right experience and are happy to consider it as a secondment from a local authority or other similar organisation.

About you

You will be a seasoned, credible and qualified HR professional with some knowledge of managing a payroll function. Alongside your wide-ranging HR experience the ideal candidate will bring experience of culture change and reward in order to support delivery of our project work. You will be able to quickly gain the trust and respect of your direct reports, the wider HR & payroll team, as well as colleagues across the organisation, in order to work at pace and ensure effective delivery of the HR & Payroll service. Experience of working in a political environment is a must.
