Job Title: Fiscal Intermediary Specialist

Provides for the continuous direction and supervision of Fiscal Intermediary services as well as ensures compliance of program regulations. Ensures FI services remain consistent with organizational goals and objectives; provides oversight and support to all stakeholders to ensure person-centered services delivery, financial management and compliance with regulatory and Starbridge requirements.

JOB RESPONSIBILITIES

• Reviews check requests, vendor and Broker invoices and mileage to ensure that expenses are within the participants’ budget parameters and in accordance with FI regulations.
• Reviews self-hire payroll, service documentation and broker invoices to ensure they meet regulatory requirements.
• Prepares and distributes programmatic forms and communications.
• Assists with reviewing individual monthly expense reports and participant team members of utilization and recommended budget changed.
• Processes FI participants’ budgets and budget amendments.

Operational Management

• Responds to and makes corrections identified in external and internal program audits.
• Enters new or amended budgets into the agency information management system.
• Participates in all required meetings (LP, Launch).
• Completes and maintains records to ensure that documentation meets regulatory and Medicaid compliance standards.
• Oversees services provided by self-directed staff.
• Works collaboratively to provide ongoing staff training and development.
• Communicates with participant, staff and other service providers to make changes to programmatic documentation, as instructed by program administration.

Staff Support

• Ensures self-hire staff provides self-directed/person centered services and follows Starbridge policies, procedures and practices, including training and compliance.
• Communicates with FI participants, self-hire staff and other service providers.

Other Duties

• Remains updated and knowledgeable on all OPWDD and other funder regulations by attending necessary trainings and meetings.
• Reports all incidents, illness, or other unusual circumstances to Quality Improvement Department according to policies and procedures.
• Collaborates with stakeholders (OPWDD, broker, Care Manager, independent contractors) regarding participants and services.
• Abides by Code of Conduct, which incorporates the corporate compliance section.
• Performs other duties as assigned by supervisor.

EDUCATION AND EXPERIENCE 

• High school diploma required, Associates Degree preferred.
• Customer Service related experience.
• Flexibility based on customer needs is necessary.
• Preferred knowledge and work experience in self-directed services and/or OPWDD services.
• Good computer and telephone skills are necessary.

OTHER REQUIREMENTS

• Ability to travel throughout the service area as needed.
• Flexible schedule with the ability to work occasional evenings and weekends.
• Ability to effectively utilize Microsoft Word, Outlook, Excel, Teams, Internet, and Zoom.
