It has a prominent leadership role across GM working in tandem with key organisations to promote collaborative working and innovative practices. To help the TPC go further faster we need an experienced and credible Managing Director - that's where you come in.

This is an outstanding opportunity for an innovative and exceptional leader to deliver against emerging national policies and local requirements agreed by the TPC. Operating at a level commensurate with that of a Chief Executive, you will lead and manage the entire TPC infrastructure, governance arrangements and secretariat. Driving the work of the TPC with a clear vision and strategy, you'll work collaboratively to achieve synergy and consensus across organisational boundaries to tackle complex problems.

You will need to be able to respond positively to what is a dynamic environment while, at the same time, demonstrate the ability to deliver a complex agenda to the satisfaction of all TPC members. You will also need to exercise well developed diplomatic skills and lead effective networking and business relationships to ensure the TPC remains a credible, robust and respected membership organisation across GM, the Northwest Region and nationally.

Main duties of the job


  • Actively shaping and driving the TPC agenda including agreement and development of a TPC vision, strategy and objectives, aligned to national and local policy and aims. Developing and managing an overall TPC work plan to support the delivery of these.
  • Working collaboratively as part of the wider system to identify further opportunities to make sustainable long-term improvements to population health and address health inequalities.Anticipating changes to national policy and bringing to the attention of TPC through synthesising and summarising policy releases and similar documents into timely briefings and agenda items.
  • Providing leadership and oversight to the transformation programmes led by TPC on behalf of the ICB to improve services and deliver benefits for patients and to capitalise on the efficiencies of working at scale to support the financial sustainability of the ICS.
  • Ensuring effective programme management and oversight arrangements are in place and appropriately resourced to enable TPC and constituent organisations to deliver on key programmes.
  • Leading the coordination of the operational planning cycle across providers ensuring triangulation across activity, performance and finance and alignment to NHSE, GM ICB priorities and NHS Long Term Plan.

The GM Trust Provider Collaborative is a membership organisation made up of the eleven NHS Trusts and Foundation Trusts who provide NHS funded services across Greater Manchester & East Cheshire. It includes the NHS providers of 111, 999, patient transport services (PTS), community mental health and physical health services, and hospital mental health and physical health services.

The GM Trust Provider Collaborative CEO Group acts as a consultative forum to coordinate improving performance and transformation at scale across GM NHS providers, as well as providing peer support and networking. Its purpose is to enable increased collaboration, particularly on strategic issues with the aim of working together where this adds value and facilitated greater success, with the aim of:

  • Driving improvement of patient outcomes and the quality of patient care.
  • Addressing provider quality and efficiency.

  • Board Level Experience.
  • Extensive contemporary experience of working at senior Board or equivalent level in NHS organisations including recent and relevant acute sector experience.
  • An established profile as a successful and highly respected leader within the NHS provider sector, wider healthcare sector or a related area of government. Candidates from broader backgrounds with transferable skills and experience will also be given serious consideration.
  • Demonstrable track record of working and influencing at a senior level with the NHS/ Department of Health and Social Care / Treasury and in the broader healthcare system, or potentially a sector of comparable profile and complexity.
  • Highly experienced at relationship building, networking and public speaking, able to credibly represent PFB in a variety of public fora and to the media.
