Thisis an exciting opportunity to join the West Yorkshire ICB Planning andPerformance directorate which has an established and successful team. Thecore role of the team is to manage the relationship between the ICB and NHSEngland; support partner organisations within the Integrated Care System(ICS) to hold each other to account for delivery and improvement; and applythe relevant statutory and regulatory oversight and assurance frameworks toget the best outcomes for the people of West Yorkshire.

AsPlanning and Performance Manager, the post holder will build and maintainrelationships with a wide variety of stakeholders across all levels ofmanagement ensuring clear and effective lines of communication. The coreresponsibilities of the postholder will be:

Operational management ofintegrated assurance processes to support partner organisations within theIntegrated Care System (ICS) to hold each other to account for delivery andimprovement

Leading on specific programme andplanning areas

Ensuring robust delivery ofregulatory processes with early identification and escalation of actual ornon-compliance

Producing high quality analysis,diagnosis and outputs to support informed decision making within the ICB

Representing the ICB and itsinterests at national/public meetings/events as required, actingindependently, decisively, and effectively in sensitive and politicalsituations.

Main duties of the job

MainDuties

Ensure effective communication andnegotiation acting as a key link between the planning and performancefunction and stakeholders to ensure the successful delivery of a range ofcomplex programmes within a highly complex political agenda.

Preparing presentation briefingsfor system leaders and key committees and the ICB board

Lead the statistical analysis andpresentation of highly complex information, data, and statistics to informand make decisions on aspects of the programme, and inform system wideplanning.

Deliver subject expertise acrossplanning and performance agendas, dealing with complex/highly complex factsor situations requiring analysis, to effectively communicate with a range ofstakeholders and advocate for public health when this may be challenging andpotentially controversial.

Act as senior lead workinginternally and externally to deliver projects, services and initiatives ontime, to quality standards and in a cost-effective manner, adjusting plans asrequired.

Advise networks and programmeboards on the allocation of funds across the partnership. Ensure this is donein a fair and transparent way, in consensus with partners and aligned to theneeds of the population.

Be responsible for the day-to-dayrange of staff management matters, which will include responsibility forsupporting appraisals, development of staff, recruitment

Job responsibilities

MainDuties and Responsibilities

AsPlanning and Performance Manager, the post holder will work as part of adynamic team in delivering an effective service, supporting managers andstaff across West Yorkshire ICB.

Thepost holder will support the Planning and Performance team in executing itsfunctions effectively. This includes taking a lead role in ensuring allactivities are well planned and managed effectively, taking a continuousimprovement approach to ensure the successful delivery of the teamobjectives.

Thepost holder will also be required to build and maintain relationships with awide variety of stakeholders across all levels of management ensuring clearand effective lines of communication.

Thecore responsibilities of the postholder will be:

Day to day management of the teamand function.

Operational management ofintegrated assurance and planning systems.

Delivery of integrated assurancefunction to meet national, regional and West Yorkshire requirements.

Leading on specific programme andplanning areas.

Representing the ICB in regionalwork.

Deputising for the Deputy Director,as required.

Ensuring robust delivery ofregulatory processes with early identification and escalation of actual ornon-compliance.

Producing high quality analysis,diagnosis and outputs to support the proposed regulatory and developmentapproach to support informed decision making within the ICB.

Representing the ICB and itsinterests at national/public meetings/events as required, actingindependently, decisively, and effectively in sensitive and politicalsituations. At times this involvesdelivering difficult messages and contentious information to high levelaudiences potentially in a hostile environment.

Co-ordinating the implementation ofthe operational planning process for the ICB and providers in specificplaces, supporting the development of integrated place-based plans.

Promoting business continuitymanagement to avoid the destabilisation of business as usual.

Supporting the co-ordination ofsingle, coherent relationships with all key external stakeholders.

Acting as operational lead for theSystem Coordination Centre.

Person Specification Qualifications
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area
  • Evidence of post qualifying and continuing professional development.
  • Relevant project and Programme management qualification for example PRINCE 2 Practitioner, managing successful programmes
Experience
  • Substantial direct experience of working with diverse senior professional, clinicians and managerial groups across a range of organisations and professional disciplines
  • Ability to present complex, sensitive, or contentious information including analysis of data and statistics in a concise, accurate and understandable way to a range of audiences
  • Must have highly developed additional specialist knowledge related to strategy, performance and planning
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Have an appreciation of the relationship between organisations within the health and care system at national, regional and local levels.
  • Knowledge of performance, planning and accountability frameworks pertaining to the NHS
  • Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals
