CNOOC are seeking an experienced Technical Safety Manager to join the team on a permanent basis. Based full time in the Aberdeen office, reporting directly to the Senior Manager - Assurance & Integrity, UK , the successful candidate will hold ultimate accountability for overseeing and coordinating Technical Safety initiatives, blending both managerial and technical expertise. This role entails providing guidance and supervision to the Technical Safety team to ensure the efficiency and adequacy of systems, processes, and resources. Additionally, the Technical Safety Manager assumes the role of Technical Authority in matters related to Technical Safety.

Collaborating with various departments such as Onshore & Offshore Operations, Engineering, Maintenance & Integrity, Drilling & Completions, and Supply Chain, the Technical Safety Manager ensures seamless integration and alignment with the overarching business strategy and goals. Directly reporting to the Senior Manager of Assurance & Integrity, this position involves close collaboration with the TA Manager to achieve organizational objectives.

The Technical Safety Manager assumes a senior position within the organization, tasked with overseeing a proficient and seasoned technical safety team. This role encompasses both managerial and technical duties, requiring a blend of leadership and technical expertise.

Additionally, the Technical Safety Manager serves as the authority on technical safety matters.

Effective communication and engagement with senior management across the company are crucial aspects of this role. The Technical Safety Manager must possess the skills and capabilities to articulate and substantiate technical safety decisions that could impact facility operations, always ensuring continuous safe and stable functioning.

The Role:

The duties and responsibilities of the Technical Safety Manager encompass, but are not restricted to:

  • Overseeing the technical safety team, ensuring their proficiency and effectiveness in their respective roles.
  • Collaborating closely with the Technical Authority Manager and the broader TA team.
  • Propel continuous improvement initiatives through the Performance Management process.
  • Supervise the Technical Safety program of work to provide efficient support to the business.
  • Manage the Technical Safety budget, ensuring timely and budget-compliant delivery of third-party work scopes.
  • Assume ownership and management of the Risk Advisory Contract.
  • Foster and maintain positive relationships with key internal stakeholders, including OIMs, Asset Managers, O&M teams, D&C teams, etc.
  • Conduct regular site visits to installations, liaising with offshore personnel to cultivate and sustain effective working relationships within the offshore community.
  • Preserve the suite of UKMS standards, procedures, registers, forms, and overviews overseen by the Technical Safety Manager.
  • Actively participate in regulator inspections, attending technical meetings and reviewing inspection findings as necessary.
  • Ensure technical conformity and compliance with regulations, directives, and company engineering standards.
  • Serve as a delegate for the Assurance & Integrity Senior Manager when required.
  • Represent CNOOC on various external industry bodies to stay informed about best industry practices, technical issues, and new or revised regulations and guidance.
  • Be part of the Emergency Response team Rota. 

Technical Authority responsibilities include:

  • Establishing procedures, technical standards, and specifications.
  • Managing the Safety Case per Safety Case Regulations.
  • Overseeing and delivering COMOPS notifications.
  • Maintaining QRA models and formal safety assessments for major hazards.
  • Compiling and presenting the monthly MAH KPI Tool report.
  • Assessing reportability of hydrocarbon releases.
  • Performing formal safety assessments such as HAZOP, HAZID, etc.
  • Establishing performance standards and criteria for safety & environmental critical elements (SECEs).
  • Setting assurance processes to meet specified SECE performance criteria.
  • Supporting assurance of control suitability for MAH.
  • Setting technical standards for safety & environmental critical and non-critical systems.
  • Delegating decisions to competent personnel.
  • Demonstrating visible technical leadership through offshore SECE barrier assessments.
  • Cultivating positive relationships with key stakeholders and holding regular feedback meetings
Who are we looking for?
  • Previous experience in a similar role, preferably within the oil and gas sector.
  • Demonstrated ability to identify and develop effective technical solutions.
  • Proficiency in relevant technical/engineering disciplines.
  • Technical competency in IT programs/systems such as Excel, SAP MMS, and engineering software.
  • Familiarity with UK industry regulations pertinent to oil and gas operations.
  • Experience in engaging with regulators and industry workgroups.
  • Skilled in building relationships at all organizational levels, internally and externally.
  • Strong written and verbal communication skills.
  • Proven history of meeting deadlines, with a penchant for seeing tasks through to completion.
  • Capable of executing plans and strategies efficiently.
  • Aptitude for making timely, well-founded decisions based on incomplete information.
  • Bachelor’s degree in engineering or science
  • Track record of successfully managing major accident hazards and Technical Safety Engineering throughout the asset lifecycle.
