Long-term Contract
Overview
Hinkley Point C is designed, built and operated to the best nuclear industry standards as well as ensuring compliance with all applicable legislation and regulations. This includes the commitment to maintain a state of emergency preparedness to deliver an appropriate response to situations and malicious acts with radiological or non-radiological consequences.
This role will be managed by the Emergency Preparedness Lead in the Pre-Operations Directorate. This work will support the development and delivery of emergency preparedness arrangements for the Hinkley Point C operational site in line with the project milestones. The tasks will support activities related to the development of arrangements, ensuring the operational workforce is trained and all the necessary procedures implemented, ensuring facilities have the appropriate equipment, systems, as well as working with the construction emergency preparedness team to ensure a smooth transition from construction to nuclear operational arrangements.
Knowledge, Skills, Qualifications & Experience
Essential
• Experience of Emergency Planning and Health and Safety Legislation.
• Strong problem solving and organisational Skills.
• Must be able to work independently and demonstrate excellent communication/interpersonal and influencing skills.
• Professional qualities including accuracy, tenacity, diplomacy, result-oriented and teamwork-oriented attitude.
Desirable
• Knowledge of Safety Legislation including Nuclear Site License Requirements, Radiation Emergency Preparedness and Public Information Regulations (REPPIR), COMAH, Civils Contingency Act, H&S@W act and CDM.
• Experience in one / two of the following areas:-
o Working in a regulated environment.
o Radiological consequence assessment.
o Developing training/teaching material.
Qualification & Experience
Essential
• HNC or equivalent qualifications in a science, radiation protection, engineering or related discipline.
• Previous experience of developing and maintaining emergency arrangements.
• Experience of engaging with external stakeholders, including regulators or 3rd party auditors.
Desirable
• Degree qualified or equivalent in a science, radiation protection, engineering or a related discipline.
• Previous experience of developing and implementing emergency arrangements for a high-hazard or nuclear facility.
• Experience of working in a large project delivery organisation.
Tasks
• Monitor the delivery of emergency preparedness and response against requirements, identify risks to the schedule and solutions to ensure adequate emergency arrangements are in place.
• Support the implementation of the strategy for the transfer of Nuclear Site Licence Condition 11 from the HPC Project to the Operational organisation.
• Develop and maintain an effective collaborative working relationship with the HPC construction site, HPC Safety and Regulation and Nuclear Generation Fleet Emergency Planning teams.
• Support development of proof-of-concept and modular tests for emergency facilities and equipment to ensure that they are fit for purpose.
• Support the development of an emergency exercise programme that tests the emergency response organisation for the operational site and take action to address any shortfalls.
• Support the development of the strategy for offsite support requirements for the operational site.
• Support the Pre-Operations engagement with Office of Nuclear Regulation (ONR)for emergency arrangements.
• Support the interface with the emergency services, local authority, and the adjacent sites to ensure appropriate engagement in the arrangements.
Support the preparation and review of all Emergency Preparedness documentation and develop sections of the operational emergency preparedness documentation.
• Provide subject matter input to the training team to ensure that the emergency response organisation for the operational site is adequately trained to meet key project Milestones, including the development of training materials and other documentation.
• Provide advice to Safety and Regulation EP Lead who are supporting the design of emergency facilities and equipment.
• Provide support to other Technical and Safety Support Functions as and when required in support of the design of the emergency facilities and equipment, in the context of the role within Emergency Preparedness team.
