We are seeking an enthusiastic and self-motivated individual to take on the role of Clerk and Responsible Financial Officer (RFO) to work alongside our team of 7 Parish Councillors.

The Clerk is responsible for the smooth running of the Council and, as RFO, for financial management of Council, ensuring transparency and accountability.

Responsibilities include organising meetings, drawing up agendas, writing minutes, receiving and dealing with correspondence, administration of Council’s governance (including policies), advising on procedure and implementing instructions of Council.

The clerk is also responsible for communications, including promptly sending agendas, minutes and managing the parish council website. All agendas are to be posted on the noticeboards within the legal time frame.

Other responsibilities include managing Mudford Cemetery, working with the cemetery caretaker, and liaising with undertakers and bereaved persons, and keeping burial records and dealing with the sale of plots and interments.

As RFO, the clerk is responsible for financial management of the council, ensuring transparency and accountability. Tasks include recording all income and expenditure, preparing quarterly and year end accounts, and completing and submitting the annual return to the auditors.

The clerk works from home; office expenses are paid, and a laptop & printer will be supplied.

Attendance is required at parish council meetings, which are held on the last Thursday evening in the month 11 times a year, and also at HR Committee meetings, held approximately 4 times a year. There may be requirement for occasional additional meetings to meet the demands of the role. Meetings are usually held at Mudford Village Hall.

The successful applicant will have completed (or be willing to undertake) the Introduction to Local Council Administration and be willing to work towards (or already hold) the Certificate in Local Council Administration qualification.

We are looking for someone with a commitment to and understanding of local democracy and the public sector ethos, administrative ability, a sound understanding of financial assets and reserves, and good MS Excel and Word skills.
