Job Description


Mortice Consulting is seeking a highly skilled and motivated individual to join our growing business. The successful candidate will have a thorough understanding of procurement processes, practices, and regulations, preferably in public procurement, along with knowledge of the operational requirements of cultural sector institutions and other public sector organisations. They should possess strong project management and communication skills to ensure our work aligns with the unique requirements of our diverse client base. This role also encompasses operational consultancy and project support for our clients.

Procurement Strategy Development:


· Develop and implement effective procurement strategies tailored to the needs of our clients.

· Identify opportunities for cost savings, efficiency improvements, and quality enhancements in the procurement process.

· Help our clients transition to delivering procurement processes under the new Procurement Act.


Vendor Management:


· Establish and maintain communication with suppliers and vendors.

· Conduct market research to identify potential suppliers and assess their suitability.

· Negotiate contracts and agreements, where procurement structure allow, to secure favourable terms and conditions.


Tendering and Contract Management:


· Prepare and manage the tendering process, including the development of, RFQs, SQs, ITTs and bid evaluations.

· Ensure compliance with procurement regulations and best practices.

· Monitor and manage contracts, ensuring adherence to terms and addressing any issues that arise.


Stakeholder Engagement:


· Collaborate with client teams to understand their needs and requirements.

· Provide expert advice and guidance on procurement-related matters to internal and external stakeholders.


Operational Understanding:


· Utilise knowledge of cultural sector operations to ensure procurement strategies support their specific needs.

· Stay informed about industry trends and developments to proactively address challenges and opportunities.


Training and Support:


· Provide training and support to client staff on procurement processes and best practices.

· Develop and deliver workshops and presentations to enhance procurement knowledge within the organisation.


Operations and Facilities Management Consultancy and Strategy:


· Provide consultancy services, including tender support, specification preparation, tender management, and tender evaluation.

· Review and develop FM strategies for clients, including operational design and equipment definition.

· Support estate development projects, project administration, and strategy development for multi-partner projects.


Sustainability


· Mortice is focussed on sustainability and prioritises this in how we operate and deliver client work, you will be expected to contribute to this.

· We incorporate sustainability into all of our client work, you will be expected to be proactive and innovative in this area.


Project Support:


· Assist with a range of projects including museum design, collection storage, sustainability, and capital development.

· Facilitate knowledge-building events and conferences such as the Cultural Sector FM Hub and the International Museum Construction Congress.

· Work collaboratively with the Mortice team to deliver diverse projects.


Experience


· Proven experience in procurement, preferably within the public sector.

· Strong understanding of procurement regulations, practices, and market trends.

· Excellent negotiation, communication, and interpersonal skills.

· Ability to work collaboratively with diverse stakeholders and build strong relationships.

· Strong analytical and problem-solving abilities.

· Proficiency in procurement software and tools.

· Knowledge of cultural sector, or aligned sectors, operations is highly desirable.


Preferred Skills


· Certification in procurement (e.g., CIPS, CPSM) is an advantage.

· Experience with sustainable procurement practices.

· Familiarity with digital procurement platforms and e-procurement solutions.
