Aboutthe Team

We are looking torecruit a Carbon Pricing Technical Lead which sits within theBusiness and International Tax (BIT) Group of the Energy andTransport Tax (ETT) team. The aim of the Business and InternationalTax (BIT) Group is to provide strategic oversight of business,environmental, transport, property, VAT, excise taxes and customsduties that together raise revenue of over £400 billion a year.


The Energy andTransport Tax (ETT) team is a supportive and friendly team ofaround 20 whose work is at the heart of balancing HMT’s fiscal,economic and environmental objectives. The team is responsible fortaxes collectively raising around £50bn through transport, oil& gas, energy & carbon and environmental taxes, includingdeveloping novel and complex policies such as the new Carbon BorderAdjustment Mechanism.


Aboutthe Job

In this role, youwill:

1. Demonstrate strong leadership of yourarea, delivering through others to ensure successful delivery ofobjectives and acting as an excellent line manager, developing asmall team of policy advisors and senior policy advisors to fulfiltheir potential.


2.Lead and oversee the development of detailed policy proposals forthe operation of the CBAM, including options for how tooperationalise policy on carbon pricing and emissions measurement,working with others including HMRC and DESNZ.


3. Establish andlead robust and flexible project management for the delivery of theCBAM, including setting out clear and realistic plans, keepingtrack of progress and ensuring good and timely communication tosenior officials in the Treasury and other governmentdepartments.


4. Leadthe Treasury’s analytical work on the Emissions Trading Scheme andCBAM – including analysis of the ETS market, ensuring that designdecisions are based on the best available evidence.


5. Influence othersto achieve HM Treasury and Government objectives in your area,including through the development and maintenance of constructiveand close relationships with HM Treasury colleagues, HM Revenue andCustoms and other government departments, ministers, and keyexternal collaborators, including close partners such as theEnvironment Agency andDESNZ.


AboutYou

The successful candidate willhave an ability to draw together a range of perspectives andtechnical information/evidence to make confident, clear andpersuasive recommendations. You will have strong collaboratormanagement skills, with an ability to build and maintain effectiverelationships across organisational boundaries. You’ll have anability to inspire a high performing team to deliver a complextechnical project. And lastly you will have experience orunderstanding of monitoring, reporting or verification of emissionsand overseeing complexanalysis.
