Role: Operating Model Director (Ref: 193263)Location: London (hybrid)Salary: DOE Type: PermContact: Annabel.Hotchkiss@forsythbarnes.comOverview of the Role:We are seeking a highly experienced Target Operating Model (TOM) Director/Manager to lead the design, development, and implementation of an integrated operating model for a major infrastructure programme entering a critical phase of delivery.This role will play a key part in defining how the organisation operates during transition from construction to operational readiness — shaping organisational structure, processes, governance, and capability to ensure long-term sustainability and value for stakeholders.You will be responsible for ensuring the future operating model aligns with corporate strategy, regulatory obligations, and partnership frameworks with government and industry stakeholders.Key ResponsibilitiesTOM Design & ImplementationLead the end-to-end development of the Target Operating Model, including organisational structure, process design, roles, decision rights, and supporting systems.Ensure alignment between strategic objectives, programme delivery requirements, and future operational capability.Develop and maintain a detailed TOM roadmap, identifying interdependencies, risks, and change impacts.Stakeholder Engagement & GovernanceCollaborate with senior leadership teams, functional heads, delivery partners, and regulatory bodies to ensure buy-in and consistency.Facilitate executive-level decision-making on operating model options, trade-offs, and change implications.Support effective governance through design of management controls, decision hierarchies, and performance frameworks.Change & Transition ManagementDefine transition states and lead the implementation of change across functions and delivery partners.Oversee change impact assessments, communications, and capability uplift planning.Ensure smooth integration with business readiness, digital transformation, and HR programmes.Continuous ImprovementEstablish metrics to monitor the effectiveness of the TOM once implemented.Drive continuous improvement and lessons learned from comparable large-scale programmes and industries.Qualifications & ExperienceEssential:Proven experience designing and implementing Target Operating Models for large, complex, multi-stakeholder organisations (e.g., infrastructure, energy, defence, or major capital programmes).Strong background in business architecture, organisational design, and operating model transformation.Experience working in highly regulated environments.Excellent stakeholder management skills at senior and executive levels.Strategic thinker with the ability to translate vision into pragmatic delivery plans.Strong understanding of governance, assurance, and programme management frameworks.Desirable:.Experience working with or within joint ventures, partnerships, or public–private sector initiatives.Knowledge of operational readiness and lifecycle asset management.Familiarity with systems engineering or digital transformation frameworks.Key AttributesExceptional influencing and communication skills.Analytical and structured problem solver.Resilient and comfortable operating in ambiguity.Collaborative leadership style with a focus on outcomes and delivery.What We OfferOpportunity to shape the operating blueprint of one of the UK’s most significant infrastructure programmes.Competitive salary and benefits package.Flexible hybrid working arrangements.Inclusive, forward-thinking, and mission-driven environment.
