We are looking for a Head of Operations for our Mainline North Team within our Rail Safety Directorate. In this exciting leadership role, the successful candidate will lead the operational delivery of health and safety interventions of Network Rail and the Mainline Train Operators in the Northern teams (Birmingham, York and Scotland), driving improvements in their health and safety management and risk control through pro-active intervention work and investigation of complaints and serious accidents to ensure compliance with legislative requirements

Your key responsibilities although not exhaustive, will include:

  • Developing and monitoring the delivery of all aspects of the Mainline work plan (including inspection, strategic interventions, permissioning, RAIB recommendations) in accordance with ORR’s Corporate strategy and Business Plan 
  • Reporting progress against agreed milestones and KPIs. This will include delivering regular updates on progress with this work to senior internal stakeholders, flagging any early signs of failure to deliver / emerging issues. 
  • Lead and manage the staff to deliver the work plan, ensuring compliance with business processes through the effective line management of a team of inspectors, inspector assistants and trainees    
  • Leading progress of health and safety investigations and associated enforcement activities ensuring that work is progressed in a targeted and effective way, making best use of resources, and in accordance with legislative requirements.  
  • Leading the use of proportionate and targeted enforcement, when necessary,
  • Inspire and motivate employees to foster a positive and inclusive culture, encouraging innovation, accountability, and continuous improvement. 
  • Provide opportunities for the growth and development of the team to help people reach their full potential  
  • Show commitment to the well-being of employees, fostering a supportive work environment, promoting work-life balance, mental health, and overall job satisfaction, demonstrating genuine care for people.
  • Represent RSD and the Mainline Operations team at a senior level in ORR and industry. Develop and maintain relationships with senior people in both ORR and the industry, taking advantage of all opportunities to collaborate, influence and promote the goal of excellence in health and safety and risk control. Influence and co-ordinate others in order that the ORR corporate goals and strategies can be delivered.

Please note that this role may be based out of any of our Offices (London, Birmingham, Glasgow, York, Manchester or Bristol) and that frequent travel will be required to meet with teams and stakeholders.
