The role of the Submarine Availability Pipeline (SAP) Project Manager covers a diverse range of activities in leading the delivery of discrete change projects within the wider SAP programme, in line with the overall programme vision and benefits. The postholder will be responsible for driving and overseeing the delivery to ensure that the objectives are clearly defined and achieved within the agreed time, cost, and quality constraints, ensuring engagement with the wider programme.

These discrete projects are varied in their nature, with many still being scoped, however they focus on driving change improvements to make a difference in improving submarine availability.

The post holder is also expected to lead in the management of several programme control areas, such as risk, assumptions, dependencies, and schedule on behalf of the programme manager, supporting in maintain the overall integrity and coherence of the programme.

The main responsibilities of this post are:
  • Project leadership provide overall project leadership for the allocated project(s) within the programme, ensuring appropriate project controls are in place and the project scope remains relevant.
  • Requirements, business case and benefits Ensuring the scope of the project(s) remains relevant and in line with the wider programme mandate and benefits. Develop and review individual project business cases as required.
  • Stakeholder engagement manage professional relationships with a wide range of internal and external stakeholders.
  • Planning and scheduling implement and maintain appropriate systems to enable effective planning and scheduling for the project.
  • Risk, assumption, issue, dependency, and opportunity (RAIDO) management monitoring, reviewing, and managing the project level RAIDO.
  • Reporting establish and report project progress into the wider programme, including how the project is delivering to the programme objectives.
  • Financial control monitor project spend and contribute to the compilation of budgets.
  • Wider support to the programme / programme controls providing support to the SAP Programme Manager in leading with programme controls, reporting and engagement in wider programme/portfolio activities.
This is an exciting role for a project delivery professional to work on the delivery of one of the countrys most critical defence priorities and to make a difference within a complex environment. The role will be challenging and stretching with an opportunity for the post holder to work across the full range of project delivery disciplines and with a wide range of internal and external stakeholders.

The role can be based in Navy Command Headquarters Portsmouth, with a requirement to be in the office a minimum of 3 days per week (60%) on average. There is the requirement for regular travel across all three sites and occasional travel to other locations across the UK, as required by the business (typically. two to three visits per month).

Person specification

Essential Criteria:
  • Experience of working in a project or programme environment, using project management methodologies to enable successful delivery.
  • Excellent communication, leadership and influencing skills, with the ability to engage and bring together stakeholders from across organisational boundaries to ensure collaborative working.
  • Proactive and take full responsibility for your portfolio of responsibilities; ambitious and driven, seeking new and challenging goals.
  • A good team player, able to build open and effective relationships to ensure projects can be delivered at pace, and to champion diversity.
Desirable Criteria:
  • Experience of working in or knowledge of the defence sector either through government or industry.
  • Experience of using tooling used within defence, such as Microsoft Project and Contracting Purchasing and Finance (CP&F) system.
Technical Skills:
  • A minimum of one project/programme qualification (e.g., APM Project Management Qualification, Managing Successful Programmes Practitioner) OR demonstrable equivalent experience, is required for this role.
