Requirements
  • Develop and gain agreement of the Clyde Capital Programmes requirements from the agreed Statement of Need.
  • Ensure that the requirements are clear and understood and Key requirements are identified and prioritised to support intended project outputs and benefits.
  • Ensure that requirements are compliant with Health and Safety, Security, safety case, sustainability and in line with MOD standards.
  • Engage with key stakeholders and Subject Matter Experts to review, assess and gain support for the development of requirements, development of options and the preparation and approval of the User Requirement Document.
  • Ensure that all possible solutions are captured, reviewed and recorded to develop options.
  • Support the development of the Clyde Capital Programmes requirements process and provide input to reporting systems.
  • Ensure that all requirements information is presented within each business case and that all requirements documents is available to support each business case through the project life cycle.
Leadership and Management
  • Commitment to the Clyde Capital Programmes Integrated Programme Management Office outputs, improvement and ways of working ensuring that work priorities are identified to support objectives.
  • Line management responsibility for HEO members of the Requirements Team.
  • Undertake all mandatory and role specific training.
Stakeholder engagement and management
  • Identify key stakeholders and develop strong working relations to ensure the development and agreement of requirements.
  • Work proactively with the Integrated Programme Management Office and stakeholders to ensure that requirements and options meet MOD/ Navy compliance.
  • Ongoing engagement with stakeholders to understand issues and impact, coordination for completion of project documentation and ensure that requirements are aligned to intended project outputs and benefits.
  • Lead on regular stakeholder engagement meetings and support cross departmental meetings ensuring that communication and outputs are understood and shared when needed.
Support to Assurance team and wider IPMO
  • Support Line Manager and wider Assurance Team to address issues and recommend actions to resolve issues.
  • Reporting on requirements to support overall outputs for the assurance function.
  • Act as Subject Matter Expert for Clyde Capital Programme Requirements
  • Provide input to team meetings.
  • Ad hoc tasking to support Integrated Programme Management Office outputs
Support to business cases
  • Responsible for providing accurate requirements documentation to support business case development for submission.
  • Provide support to business case narrative.
  • Support the Assurance team with stakeholder engagement and attend key meetings.

  • The post does not offer relocation expenses.
  • External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
