PersonalFinances and Funds

The PersonalFinances and Funds team (PFF) brings together the strategicoversight of the asset management, financial advice, consumercredit and debt advice sectors in the UK, with responsibility forthe protection of consumers who use their products and services.The work is challenging, fast-paced and high profile, but it isalso a friendly, encouraging and inclusive team – of around 20people – with consistently high staff engagement. The team consistsof three units:

  • The Consumer CreditUnit, which leads Government policy towards the £250 billionconsumer credit market. The Unit has led on high profile policyover the last few years, including COVID-19 payment holidays, partsof the Bounce Back Loan Scheme, a No Interest Loan Scheme pilot,and the regulation of Buy-Now Pay-Laterproducts.
  • The Asset Management and High-RiskInvestments Unit, which sets Government's strategy for the UK’sasset management industry to ensure it supports a competitive andinnovative sector, but also ensures that riskier investments areonly offered appropriately and to the rightconsumers.
  • The Financial Inclusion, Capabilityand Consumer Debt Unit which ensures that financial products andservices are available and affordable to all, consumers areequipped to navigate them, and appropriately supported when theyfall intodebt.


Aboutthe Job

The successful candidatewill:

  1. Lead on work to consider whatdifferent types of consumer credit activity should be subject toFCA regulation, and work with lawyers to develop the legislationthat delivers any policy decisions. This includes detailed work inthe high-profile area of Buy-Now Pay-Laterregulation.
  2. Consider the provision ofresponsible credit for all consumers. Developing policy to overcomea number of market barriers that currently prevent many consumersfrom accessing small sums of credit at affordablerates.
  3. Develop the expertise to be able tocredibly lead discussions within government on the UK consumercredit market. Engage credibly with senior partners and recognisenew policy opportunities and risks.
  4. Line managean HEO, ensuring that they have clear objectives and are supportedin their development. In addition, the post-holder will beencouraged to input to broader leadership across the team, with thehead of unit and other Range E, to help handle resource and workflexibly where priorities change.
  5. Engageclearly, both in writing and in person, with ministers and othersenior colleagues on a range of issues relating to consumercredit.
  6. Form effective and collaborativerelationships with a wide range of partners. From small communitylenders and the civil society organisations that seek to supportthem, to a range of trade bodies who represent the large anddiverse set of firms operational in consumer credit. As well as,key industry players and a range of colleagues at the FinancialConduct Authority who seek to regulate thesefirms.
