PurposeSupport the Technical Director, to provide a high-quality technical management service covering all aspects Commissioning planning and management ensuring that the commissioning process from installation to handover is fully understood with commissioning risk and opportunities are managed and appropriately mitigated, from installation through project implementation and system(s) handover. Ensure commissioning handover is compliant with the Client’s aspirations, Scope of Works information, Project Specifications, Regulations and Legislation.This role requires that all building systems - particularly electrical, mechanical, controls, and life safety - are tested, verified, and documented to meet the design intent, client performance requirements, and uptime standards.The commissioning Manager will lead commissioning activities for all project phases, from design through implementation/installation of wet/dry, hot/cold and live/dead on a system-by-system basis and then turnover on a fully Integrated Systems Test (IST), ensuring the plant operation achieves full operational readiness and reliable handover.Key ResponsibilitiesPromote “Safety in Commissioning”.Produce and develop commissioning plans, sequences and programmes at various stages of a project from design phase to system handover.Ensure that commissioning results in system performances meet user requirements ensuring positive actions are taken to avoid abortive activities.Contribute to the preparation of Health and Safety method statements and risk assessments in respect to the commissioning activities. Co-ordinate with Clients, other professions and members of the Projects and Maintenance Teams, ensuring specification for each design package is package and project specific.Follow all project processes and protocols including, change control, RFI’s and technical submittals.Ensure CDM design risk reviews and resultant actions are implemented.Plan, manage and attend regular commissioning planning meetings with all relevant stakeholders to address and resolve issues.Ensuring that design consultants, supplier and sub-contractors deploy systems and controls which will allow the systems to be efficiently commissionable.Presenting commissioning plans and sequences to allow, Failure Mode Effect Analysis (FMEA), Hazard Identification (HAZID) and Hazard Operability (HAZOP) studies to be undertaken as necessary.Oversee the implementation of quality assurance and control measures to verify the accuracy and reliability of the commissioned systems.Facilitating collaboration and decision-making meetings to resolve conflicts in a timely manner. Pre-Construction phaseSupport the preconstruction Team in the production of commission plans for bids, tenders and Pre-Construction Services/Agreements (PCS/A).Review Tender package for risks and opportunities.Understand opportunities for VE.Carry out a tender document commission review and make recommendations on how commissioning can be effectively and efficiently planned at later stages.Support in the identification of design qualifications and/or clarifications, which are to be entered into our tender submission.Support in the preparation of the “Contractor’s Proposals” with the production of the commissioning sections for submission.Design phases (Stages 1-6)Support the design teams in the design of Systems which are commissionable.Identify preliminary commissioning activities and sequencesMonitor and comment on the consultant/designers’ commissioning design proposal to ensure systems are commissionable.Construction phaseDevelop and implement the project commissioning strategy, schedule, and execution plan.Coordinate commissioning activities across all disciplines (mechanical, electrical, plumbing, process, controls, and specialist systems).Interface with design, construction, vendors and client teams to ensure commissioning requirements are integrated into project planning.Review design and construction documentation to ensure commissioning requirements are incorporated.Coordinate with system vendors to pre-determine commissioning parametersReview vendor technical submittals to ensure all control points are clearly defined and meet the Client’s aspiration, requirements and control methodology.Ensure commissioning activities comply with all applicable codes, standards.Liaise with the construction supervisors and package managers during the installation/commissioning phases of the project. Manage the commissioning team, including subcontractors and specialist vendors.Oversee functional testing, system validation, and performance verification activities.Track and report progress against commissioning programme milestones and deliverables.Identify and resolve issues during pre-commissioning and commissioning phases.Prepare and maintain commissioning plans, checklists, test scripts, and reports.Verify and document system readiness, including installation verification, pre-functional and functional testing results.Support client training and handover activities for all commissioned systems.Handover phase:Ensure all commissioning documentation is complete and handed over to the client including:O&M manuals, Test results, Test certificatesAs-built information.Health and SafetyDemonstrate Safety Consciousness by observing appropriate Health and Safety leadership to ensure that the safety is the first and foremost message throughout all activities relating to the project.Promote “safety in Commissioning” from the earliest possible opportunity and ensure the highest standards of Safety in accordance with the latest edition of the CDM RegulationsHave a duty of care by taking all reasonable steps to ensure the health, safety, and wellbeing for everyone around you is maintained.Proactively generate health & safety improvement discussions to allow for the ongoing and continuous improvement of our Health, Safety and Environmental welfare. Maintain regular dialogue and collaboration with the HSEQ Department to act on recommendations and statutory requirements to ensure compliance with; relevant statutory bodies such as the Health & Safety Executive, Environmental Agencies, etc.Planning and BudgetingAssist the Technical and Pre-Construction Directors in the production of commissioning activities related feeSupport in the review of the accuracy and integrity of the project commissioning requirements and programme: seeking opportunities to suggest actions which may mitigate risk and maximise profitability.Support the procurement and commercial teams with commissioning advice during the procurement phase.Input into the project Risk & Opportunities Register, and support in keeping it current.Support the commercial and bid team to produce tender enquiry documents and assist in evaluating tender returns.QualificationsEssentialThe post holder should have at least a HND in Electrical, Mechanical, Building Services or controls Engineering.Demonstrable experience operating as a senior commissioning manager.I. Eng, with MCIBSE, MIET, B. Eng (Hons) or equivalentWorking towards Chartered DesirableDegree qualified and Chartered.C. Eng F/MCIBSE, F/MIETCxA certificationAbility to produce Contractor's Proposal documents.Training requiredEssentialKnowledge of Health & Safety / CDM Regulations.Understanding of optimised coordinated solutions and enable CDM complianceEngineering training with previous post-qualification experience.Evidence of continuing professional development and an ongoing commitment to undertake training and studies to meet the demands of both current and future legislation relating to the design of building services.Model navigation software such as Navisworks DesirableExperience in the planning, organising and control of sub-contractors. Experience of Quality systems to BS EN ISO 9001Working knowledge of:BIM - Revit2D and 3D AutoCAD skills.Autodesk Construction CloudExperience requiredEssentialExtensive experience in the installation and management of building services Using design and engineering analysis software and production of scopes and specifications.Strong technical knowledge of MEP, BMS/EPMS, and critical power/cooling infrastructure.Proven track record delivering complex commissioning programs.Familiarity with industry standards such as ASHRAE, BSRIA, Uptime Institute, and NFPA.Proficiency in MS Project, commissioning and project management software.Excellent leadership, communication, and stakeholder management skills and be capable of supervision of site/staff/contractors.Proficient in Microsoft Office Suite DesirableCommissioning management within mission-critical facilities, with at least 3 years in data centre projectsHave experience in the high technology or industrial sector.Management and development of people.Good understanding of design and build construction contractsSweet Projects is an Equal Opportunity Employer.
