Aboutthe Team

The Finance AnalyticsControl and Technology (FACT) team forms part of HM Treasury’sPublic Spending Group. The team provides a range of financialreporting, analytics, data management, training, business analysisand service improvement services. To enable these services, theFACT team manages and supports the Online System for CentralAccounting and Reporting(OSCAR).


OSCAR is anIBM Cognos based, cross-government system which collects, collates,and reports on data relating to several different businessprocesses operated by HM Treasury. It contains a detailed,multi-year analysis of departmental budgets and spending, fromwhich the Whole of Government Accounts (WGA), Supply Estimates andother key outputs are produced. OSCAR’s main objectives are to:

·        Bea single source for reliable, consolidated financial informationforgovernment.

·        Increaseour analytics and insight capability to support decisionmaking.

·        Contributeto the modernisation and standardisation of financial accountingandreporting.

·        Reducethe time taken to produce statutorypublications.

·        Supportfuture exploitation and expansion (e.g. newdatasets).


Aboutthe Job

Key responsibilitiesinclude:

·        Takeownership of the overall Business Analysis processes and templates,the business requirements and process catalogues and businessprocess documentation related to the OSCAR solution, building onand improving existing documents. Share knowledge and best practicewith other branches of the FACT team responsible for reporting,data standards, and service management, supporting the overallmanagement of the OSCARservice.

·        Identify,evaluate and implement significant improvements to the servicesthat achieve the best return on investment and support overallGovernment Finance functionalobjectives.

·        Workclosely with stakeholders (particularly the outsourced serviceprovider) to document Change Control Notes and technical ImpactAssessments, to suggest alternative solutions, to review and agreechange documents. This includes appropriately challenging theservice provider on proposed solution designs, costs andimplementation plans to maximise return on investment, value formoney and support overall Government Finance Functionobjectives.

AboutYou

In this role you will beexpected to advise on more technical aspects of the solution andchallenge both business stakeholders and implementation partners onthe technical design. Hence, as well as working with existing OSCARcustomers, delivery partners and other existing stakeholders, therole will also work closely with other potential OSCAR users withinthe Government Finance Function to increase the overall value addedby the OSCARservice.
