Main Purpose:

  • To act as the Council’s project manager and project procurement advisor for all capital programme projects particularly in dealing with complex, contentious and contractual issues including compensation events/claims.
  • This role will require to be flexible in their approach to work and have an in depth understanding of the quantity surveying process and project management as it is anticipated that the post holder will carry out duties related to both disciplines.
  • To personally Project manage these high profile, key projects for the Authority.
  • To evaluate, appoint and manage teams of external consultants, contractors, officers and specialists involved in the projects.
  • To have direct day to day project specific managerial and operational responsibilities for multi-disciplinary teams within Property & Regeneration.
  • To ensure that all Quantity Surveying schemes under the control of the post holder are consistently managed, having due regard for technical, financial and contractual responsibilities.
  • To ensure that all pre and post contract quantity surveying duties and responsibilities are in accordance with the relevant Quality Assurance procedures.
  • Providing expert support to the ream in maintaining and monitoring contractual aspects of all projects, with specific emphasis on ensuring delivery and contract compliance.
  • Proactively instil commercial awareness throughout the project teams.
  • Undertake construction project reviews with teams and highlight lessons learned to assist with continuous improvement.
  • Preparation of contractors and consultants documentation in relation to project schemes of high value.
  • To have extensive knowledge of all construction and design disciplines and be fully conversant and familiar with the wide range of specialist functions now involved in major projects.


Duties and Responsibilities

  • The post holder will select, motivate and manage teams of officers, consultants, companies and organisations to ensure projects are successfully managed and delivered to meet client requirements and aspirations.
  • The post holder will lead on whole project life cycles including: brief development, client objectives analysis, feasibility studies, project scope, preparation of project fee estimates and establish project budgets and programmes.
  • Manage and advise on the selection of appropriate forms of contract to utilise on different types of projects and advise on the most appropriate form of tendering.
  • Supervise and manage tender submissions for both consultants and contractors including both quality and financial submissions.
  • Negotiate and agree terms and conditions of engagement for both consultants and contractors.
  • Carry out a fundamental role in Welsh Government funding applications including the provision of cost reports, project programmes, fee proposals and risk analysis models.
  • The post holder must be adept at managing change and ensure proper control and reporting of such changes.
  • The post holder will be responsible for the effective delivery of all activities related to the capital building programmes of work and for the effective planning programming and completion of projects.
  • To assist in the management along with Project Directors where there is input in the programming of manpower to ensure effective delivery of the Capital Programme.
  • To regularly provide technical advice throughout the Directorate and Authority as a whole, advising Project Teams on a diverse range of specialist subjects and issues.
  • Ensure effective communication and control of information between all team members and ensure that all reporting procedures are adhered to.
  • To lead on the development of new initiatives as directed by the Architectural Design & Project Management Manager and Project Director.
  • Carry out both Client and Principal Designer roles under the CDM Regulations.
  • Recommend improvements and modifications in technical or management systems.
  • Provide advice to the Council’s Legal Section and Insurance Section on investigations following construction on-site accidents including attending legal proceedings as an expert witness as required.
  • Assist in ensuring that capital programmes are resourced to ensure delivery in accordance with the requirements of stakeholders.
  • Providing advice across the Council in relation to consultancy procurement.
  • Lead on direct contract negotiations with contractors in circumstances where competitive tendering is impractical.
  • Lead the negotiation of fee settlements with external consultants.
  • Compilation of bespoke contract documentation to reflect the specialist needs of individual clients.
  • Provide comprehensive cost advice on project and contract management throughout the course of contracts/commissions.
  • To lead on the management and negotiation of contractual claims made by contractors.
  • Provide professional advice on the content and presentation of cost feasibility estimates.
  • Authorisation of Job Requisition Work Orders for revenue funded to non-housing maintenance works.
  • Collate and analyse contractual information in order to produce Performance Indicators (PI’s).
  • Liaise and negotiate with Receivers/Administrators in order to safeguard the Council’s position in cases of contractor insolvency.
  • Ombudsman Enquiries – Provision of contractual/technical evidence and liaison with Legal Services in order to respond to complaints of Council maladministration.
  • Provide professional advice to the Council’s Insurance Section of the requirement for insurance cover under differing construction contracts and circumstances.
  • Preparation of detailed Board/Committee reports on capital projects, together with technical and information reports for Head of Service.
  • To assist in the financial control of the Directorate and take part in its administration, which includes writing reports and attending meetings as requested by the Director, Head of Property & Regeneration or Architectural Design & Project Management Manager.
  • Ensure that the work of the section accords with the Council’s Contract Procedure Rules, Financial Regulations, Health & Safety legislation, internal Quality Assurance (QA) procedures and where appropriate, European Procurement rules.
  • Liaising with service providers in relation to project performance including the provision, assessment and agreement of Key Performance Indicators.To include managing project non-performance and corrective actions.
  • To ensure that systems and processes are implemented to audit, monitor and manage performance of the supply chain in delivering projects, implementing methods of reviewing performance and working in partnership to delivery continuous improvement, addressing areas of service providers, consultant and contractor non-performance.
  • To ensure that Health and Safety processes and systems are implemented within area of work.
