The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As a Data Sharing Specialist your main responsibilities will be to:


  • Define, implement, and manage data governance frameworks;


  • Develop and enforce data governance frameworks, policies, and standards, with a particular focus on secure and compliant data sharing across the organisation.


  • Effectively advise on a variety of projects in different stages of development, with varying degrees of priority, ensuring compliance with relevant data sharing policies and standards throughout the business.


  • Work on the design and implementation of practical data governance solutions to support organisational needs, particularly in the context of secure and compliant data sharing.


  • Work with Business Areas to help implement and continually improve data sharing policies, procedures and standards as well as any associated products.


  • Ensure that users of data understand their responsibilities, the departmental policy, relevant procedures and standards, including developing and conducting training sessions with colleagues.


  • Identify opportunities and make recommendations to improve the quality and trustworthiness of shared data throughout the organisation.


  • Implement and establish wider data management competencies, with a strong emphasis on the governance of shared data.


  • Apply data governance to optimise the safety and value of data throughout the data life cycle and work within the organisation to minimise data risks and increase data literacy.



Essential:


  • Governing Personal Data;


  • Strong background in managing and governing personal data, particularly in the context of large datasets.


  • Data Protection Regulations;


  • In-depth understanding and practical experience with data protection regulations, especially GDPR, including the UK GDPR and the Data Protection Act 2018.


  • Well-versed in the legal frameworks governing personal data sharing and protection, including the application of Lawful Basis and Legal Gateways.


  • Data Sharing Agreements.


  • Experience in the drafting, reviewing or providing assurance of Data Sharing Agreements or Memoranda of Understanding.


  • Ability to handle data-sharing processes in compliance with legal standards.


  • Ability to apply data governance practices within a Government/Public sector context (Highly Desirable).


  • Strong interpersonal skills with the ability to confidently deliver robust advice, build and support a data stewardship network.


  • Effective communication with a range of stakeholders, explaining complex issues clearly, honestly, and enthusiastically to build trust.
