Introduction

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

The Security Culture and Communications Team has two primary roles: to provide an internal comms function for PSD, a large and thriving department of 650 people; and to deliver security awareness campaigns and communications to the whole Parliamentary community, with an overall objective of improving security culture on the estate and reducing security incidents.

The Role

The Deputy Head of Security Engagement will be accountable to the Head of the Security Culture & Communications Team for their team's performance and delivery of the agreed strategy. Each post holder will have clear ownership of individual projects defined in the work plan but will also need to work closely with each other to support and provide resilience in busy periods. The wider team is growing and is expected to total six staff within the next year. There will be line management responsibilities for the Deputy Heads of Security Engagement, as well as responsibility for coordinating and overseeing the delivery of work on each individual project.

Some of the responsibilities for this role include:

  • Devise and deliver internal PSD comms with a view to fostering cross-department join-up and cohesion
  • Devise and deliver security campaigns to raise awareness and improve security standards across the Parliamentary Estate
  • Review PSD's written and online guidance, working with relevant teams within PSD to update them or produce new materials as needed.
  • Oversee the development and delivery of presentations for routine security briefings, such as threat briefings, cyber security briefings, and PSD's contribution to training and inductions for the Parliamentary community
  • Design metrics for success, and measure impact to ensure communications objectives are met

Skills and Experience

To be successful in this role you will demonstrate:

  • Experience of working in a Communication and Engagement role in a security context, and experience of strong senior stakeholder engagement
  • Prior experience as a communicator, developing and delivering campaigns intended to enable behaviour change
  • Experience of managing and developing people and teams that work together to deliver high quality output while promoting and maintaining the principles of equality, diversity and inclusion
  • Experience of managing staff working across a diverse range of projects to deliver outcomes
  • Experience of working with stakeholders in Government, building strong working relationships
  • Excellent interpersonal skills with the ability to develop strong, positive relationships and build credibility quickly; a good understanding of how to engage with different audiences and meet differing needs.
