The PostEstates & Campus Services, Property Management Division is seeking to fill the position of ‘Compliance Technician’. This role sits within the Operations and Maintenance team who have responsibility for the maintenance and upkeep of the University Estate, including building fabric, electrical and mechanical building services and hard landscaping such as roads and footpaths.One of the key responsibilities of Estates and Campus Services is to ensure that the University estate is compliant with extensive legislation which is continually changing and increasing. The majority of legislative compliance work is managed by the Operations and Maintenance team within Property Management. In addition, responsibilities cover the off campus field stations for the Institute of Aquaculture together with the increased demand from recently completed buildings’ sophisticated mechanical and electrical services including student residences.The management of the legislative compliance is overseen by the Head of Operations and Maintenance and Maintenance Managers. This responsibility includes the management of in-house labour and external contractors - often out with core hours - to address all compliance including but not limited to the testing of fire alarms, sprinkler systems, electrical systems, emergency lighting, water quality, lifts, pressure systems, portable appliance testing and gas systems. Notwithstanding the regular testing, all of these systems are subject to an extensive planned preventative maintenance programme to ensure risk of business disruption is minimised.In addition to ensuring the legislative compliance assessments and maintenance contracts are carried out in accordance with regulatory standards there is a need to ensure that records are maintained.Special ConditionsThis post will require the post holder to work across the University Estate, accessing all plant areas which may include working at height or in cramped/awkward spacesOccasional out of hours working will be required, generally as part of the Operations and Maintenance team, to support key University eventsNeed for a current drivers licenceDescription of DutiesThe following duties are not intended to be exhaustive but highlight a number of tasks and accountabilities which the post holder will be expected to fulfil. The post holder will be expected to assist in ensuring all legislative compliance and planned preventative maintenance works are scheduled across the University estate, making maximum use of resources in the most cost effective and efficient manner supporting the University core services and ensure that value for money is achieved overall.The main duties and responsibilities of the post are:Arranging, co-ordinating and managing electrical legislative compliance works including Electrical Fixed Wiring Testing, PAT Testing, RCD Testing, Emergency Lighting Testing etcAssisting in the Management and control of water systems i.e. water tank temperatures, tank cleaning, sentinel tap temperatures, scheduling works with supervisors and maintaining up to date recordsMaintaining the register of combined heating and power plant daily operational checks and raise work orders to address any issues identifiedUndertake inspections of plant areas, workshops, maintenance yard to ensure these are safe, free from hazards and faultsManaging and updating the data base for equipment falling within the scope of LOLER and Pressure Systems regulations including registers, ensuring any observations are acted upon in the appropriate manner and the allocation of asset numbers to new systemsAssisting in the management of Fire Alarm and security systems maintenance contracts including gaseous and sprinkler systems ensuring any observations are acted upon in the appropriate mannerManaging the scheduling of kitchen extract and ventilation system cleaning liaising with stakeholders as necessaryUndertaking surveys of building services and collate/update data to maintain the asset registerManaging the operation and maintenance of Local exhaust and Ventilation (LEV) systems ensuring the register is kept up to dateAssisting and advising the in-house supervisors in scheduling PPM works and updating the maintenance management system on completion of worksAssisting in the survey of building services to identify pipework, ventilation ducting, cable routes as requiredArranging for regular inspections of ventilation systems fire dampers and maintain up to date recordsAssisting engineering staff in the implementation of projects including identifying any potential carbon reduction projectsArranging/ scheduling the annual gas tightness testing and servicing of gas systems including boiler plant, catering equipment, pipework and valvesWorking with the Maintenance Managers, coordinate regular reviews and audits of risk assessments for the management of waterborne bacteria (legionella) and gas safetyAssisting in setting time schedules for the building energy management system including making minor changes to set-points to improve building occupants comfort levelsUsing on a daily basis an automated computer based planned preventative maintenance system, e.g. PPM module within a Computer Aided Facilities Management systemAttending any training as deemed necessaryEssential CriteriaFormal Technical qualification (HNC/Advanced Craft) or demonstrable equivalent experience at that levelExperience of working within an engineering environmentKnowledgeable in all aspects of legislative compliance as it relates to engineering systemsStrong problem solving and analytical skillsThe ability to prioritise multiple tasks and meet deadlinesGood organisational skills, precision and attention to detailA strong sense of customer service, focus and excellent interpersonal skillsExcellent verbal and written communication skillsA thorough knowledge and understanding of Health and SafetyGood knowledge of electrical and mechanical building services including HVACICT skills including Archibus\CAFMBasic ICT skills including Word, Excel and OutlookDesirable CriteriaKnowledge of LOLER/Pressure systems and PUWERAdvanced knowledge, understanding and competence of a variety of IT systemsKnowledge of building energy management systemsAdditional InformationFull timeFixed term for 12 monthsThe closing date for applications is midnight on Sunday 04 January 2026.Interviews are expected to take place on Wednesday 14 January 2026.
