Job summary

The Elections Directorate�is responsible for�a challenging and dynamic policy landscape, always in the public eye, covering electoral policy and law. This includes how elections are run, who can�participate�and how elections and campaigning are regulated. The Directorate delivers changes that realise the Government Manifesto Commitments and other Ministerial priorities ( introduction of Votes for 16- and17-year-olds, improvements to elector registration, revised list of Voter Identification that electors produce at polling stations, political finance, etc.). It is�anticipated�that this work will form part of the Government�s Major Projects Portfolio, which�comprises�the largest, most�innovative�and highest-risk projects and programmes delivered by Government.��

The role of the Head of Planning is to work with stakeholders to ensure all aspects of the Directorate�s work are defined. The Head of Planning provides clarity on the Directorate�s approach to planning its key milestones so that there is definition of when and how activities will be organised to ensure outcomes can be achieved, with the resources available. They will lead on the provision of plans (especially of project and/or programme planning), which will include the development, updating and monitoring of plans and schedules. They will identify tasks, activities, interdependencies and outputs for the Directorate�s work with the Directorate team to track and monitor progress against the plans throughout the life of the work.

Job description

Delivery and leadership�� Provide visible and effective leadership, lead the planning team and work with stakeholders to deliver Directorate outcomes, and Directorate business case benefits and outcomes. Develop clear vision and standards and champion the use of best practice planning standards, tools and processes. Build strong networks both internally and externally.

Project planning � Apply advanced knowledge in the discipline of planning for the analysis and successful resolution of risks and issues and identification of opportunities.

Resources � Identify future capacity and capability needs of the Directorate�s planning function and puts in place strategies to meet them.

Stakeholder engagement�� Build and maintain external networks to access technical and professional best practice, and ensure that all outputs supplied by internal and external stakeholders are included in the Directorate�s plans.

Project performance and controls�� Analyse performance data, looking at trends to identify areas for improvement and collaboration, and selecting appropriate methods and tools to resolve them.

Guidance and support�� Provide specialist advice and support to ensure successful delivery of the Directorate�s work. Provide guidance and advice to decision-makers during the initiation of programme, project or other work on the selection of planning approach, tools, processes and proportionality. Identify and lead the introduction of best practice planning processes, tools and templates, using industry standard best practice as a benchmark. Build planning capability, and expertise in the Department�s new programme and project management enterprise tool.

Person specification

Track record of providing visible and effective leadership, and developing a clear vision and standards to which multi-disciplinary teams should align.Proven experience of working in a project delivery context.Proven ability to clearly articulate goals and work outputs, as well as tasks, responsibilities and expectations.Proven and demonstrable ability to validate plans and dependencies.Proven experience of working collaboratively with multiple partners and setting direction.Extensive experience of using planning tools for planning for progressively larger and more complex projects.Proven ability to work under broad direction in challenging environments.
