ICT Senior Officer (Support)

Hours: 36 per week
Purpose of Job
The postholder will have the ability to operate flexibly across the range of professional disciplines within the ICT function.
The postholder will be involved or will assist in working on projects/areas of work, in line with the priority outcomes of the Council and that appropriate Manager/Head of Service, ensuring stipulated outcomes are delivered on time.
The postholder will ensure effective and efficient reporting to management and other interested parties, on the progress of the work/projects being managed and will ensure effective stakeholder engagement.
JOB ACTIVITIES
The post will be involved with the provision of ICT services across the Council, supporting transformational change initiatives using technology to enable more efficient and higher quality service outcomes.
The post is also expected to assist with the development of policy, procedure and practice in aspects of the delivery of ICT services and transformational change. For example, developing Council policy and practice drawn from best-practice and advances in technology elsewhere.
Examples of the types of roles which an ICT Officerwould be expected to undertake include (depending on the level of experience):
Preparing and agreeing service and development terms of reference. Drawing up other documentation. Researching the project, interpretation of results and incorporating these in the documentation. Working on projects and developments with others, which may impact across Council departments. The level of the project will depend on skills and experience.Taking responsibility as a team member for the assurance and management of the ICT service including resolving service problems through discussion with both end users and suppliers, delivering improvements to ICT service processes which impact directly over a number of users. Assisting more senior employees with managing the relationship between business areas and the ICT service, ensuring the ICT work programme for that business area is aligned to business need, building the case for further investment and ensuring ICT is used to drive transformational change within the business areas.
Assisting with the management of cross-departmental procurement programmes, in association with senior staff and the Central Procurement Team, to ensure successful outcomes with ICT suppliers.
Undertaking feasibility studies into ICT systems used by the Council, assessing them and identifying where improvements need to be made, and making proposals based on this.
