We currently have an opportunity for a Senior Analyst to join our team. As part of Ofgem, you will be working to provide cost analysis to inform the company�s future regulatory design decision-making. Working to apply your knowledge of regulation in electricity and gas networks, your role will include leveraging these cost assessment techniques beyond network price control setting. Supporting Leading on the shaping of Ofgem�s ongoing development and implementation of cost modelling, you will identify and develop effective solutions to define and justify suitable benchmarks across the company. Providing oral and written briefings to Ofgem�s boards and committees on key issues, you will work closely with policy, regulation, finance and legal colleagues to deliver desired results�

The ideal candidate will have strong analytical abilities, and both quantitative and qualitative skills. You will be able to demonstrate the ability to think critically and analyse complex data, and have experience using the data in order to drive policy and applying a range of analysis techniques in practice, including but not limited to econometric analysis. This is a multi-disciplined role, where you will work closely with your team to play a key part in ensuring Ofgem�s regulation of the energy networks and beyond to enable a wider transformation in the coming decades.�

Job description

Ofgem works on behalf of energy consumers to ensure that every household and business in the UK can rely on a safe, affordable and environmentally sustainable energy supply. This role will play a key part of that process, ensuring Ofgem�s regulation of the energy networks and beyond enables a wider transformation of the energy in the coming decades, helping to achieve net zero targets for 2035 (a net zero clean power system) and 2050 (a net zero economy).

Purpose

Provide cost analysis to inform Ofgem�s future regulatory design decision-making. Apply cost assessment techniques in our regulation of the electricity and gas networks, and how to leverage these cost assessment techniques beyond network price control setting.Support shaping Ofgem�s ongoing development and implementation of cost modelling and assessment tools and techniques for longer term network price control setting.Deliver a set of work deliverables on time and to a high standard through effective project management and support of multidisciplinary team members.

�After the initial deployment, you will have the opportunity to work flexibly across Ofgem as a member of your Profession, working on cross-Ofgem projects, and/or in teams that require your skills and expertise.

Key Responsibilities:

Leading on our cost modelling approach for the next set of price controls, including identifying and developing effective solutions to identify and justify suitable benchmarks across all companies and networks, address significant regulatory and/or commercial issues and potential challenges.Providing oral and written briefings to Networks� and Ofgem�s boards and committees on key issues, working closely with policy, regulation finance and legal colleagues.Liaise with network companies on a regular basis to help refine and develop our approach.Taking a leading role in project management in the team and representing Ofgem at relevant industry events, seminars and working groups.

Key Outputs and Deliverables �

Take a leadership role in the development and implementation of cost assessment methodologies, presenting recommendations to our Directors and our board (GEMA) on regulatory issues.Your recommendations will be supported by analysis of the benefits and costs (to consumers and network companies) of different options.Your will lead, motivate and develop members of a team. This includes working closely with team leads and other Senior Managers to develop regulatory expertise and capability in the team.

(LEAD)Excellent communication and negotiation skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems. (LEAD)Policy analysis and writing skills with demonstrable application of those skills to support policy development, consultation, decision-making processes and implementation.Excellent project management skills and ability to use these to successfully deliver a programme of work in challenging timescales with minimal supervision.
