The Role and Department

The Estates and Facilities Directorate provides a range of essential services to Durham University and is responsible for managing, maintaining, and developing the infrastructure and building fabric of the various campuses.

As Estates Legionella Manager you will be responsible for providing a highly effective, efficient and customer focused Legionella management function to the University. You will lead on all water management, hygiene and legionella compliance/assurance across the University, providing specialist advice to Estates and Facilities colleagues and other departments across the University.

You will be responsible for managing legionella compliance in accordance with ACOP L8 'Legionnaires Disease - The control of legionella bacteria in water systems' and HSG 274. Your main responsibilities will include the introduction of an electronic compliance monitoring system, reviewing current asset data and ensuring the system is populated with relevant information to enable electronic monitoring to be carried out. You will organise system implementation training, and ensure that monitoring is being carried out. The role will also involve managing consultants, contractors and overseeing the management and all water systems in accordance with current legislation and best practice. You will work closely with the Health and Safety Services and Compliance Manager to maintain the water management plan and ensure that all information is recorded, accurate and kept up to date in line with the University's policies and procedures.

You will be responsible for managing compliance assurance on a range of statutory inspections of water assets and systems. You will assist the Responsible Person(s) in their duties relating to water hygiene and legionella compliance. You will also participate in the Water Management Group and report to the Senior Maintenance Engineer.

Essential Criteria

Qualifications/Experience

1. Professional practitioner with knowledge and expertise within the water hygiene industry.

2. A strong working knowledge of ACoP L8, HSG274, BS 8580-1 and other relevant industry standards and guidance.

3. Demonstrable experience of delivery of efficient and effective water hygiene/legionella management

4. Experience of participating in internal or external networks to share and discuss good practice and develop strong and productive working relationships.

5. Experience of developing and implementing specialist water hygiene/legionella monitoring regimes and strategies, interpreting compliance data and actioning of non-compliance issues.

6. Experience of providing specialist advice and guidance to a range of customers and colleagues, including more senior colleagues.

7. Experience of implementing policies and procedures and supporting service improvements.

Skills/Abilities/Knowledge

8. Excellent spoken and written communication skills including the ability to develop effective working relationships, both internally and externally.

9. Strong digital competence across a range digital devices and apps including, Microsoft 365 applications.

10. Achievement of recognised industry and professional standards supported by relevant courses or certifications, in relation to legionella risk management.

11. Ability to contribute at a management level to help introduce policy and change.

12. Professional knowledge and experience of compliance and regulations relating to main cold water, hot water systems, water hygiene and legionella.

13. Ability to solve problems and decide on and plan appropriate solutions.

14. Ability to play a key role in the delivery of infrastructure projects, providing specialist water hygiene and legionella guidance to other engineers, stakeholders and senior managers.

15. Knowledge and experience of health and safety issues.

16. Knowledge and experience of ensuring compliance with regulatory and organisational policy and guidelines.

Desirable Criteria

17. City & Guilds accredited qualification in Legionella and Water Hygiene Control Within Hot and Cold Water Systems.

18. City & Guilds accredited qualification in Servicing and Testing Requirements of Thermostatic Mixing Valves (TMV).

19. Water regulations qualification.

20. HNC/HND in plumbing or building services engineering.

21. Health and Safety qualification, i.e. NEBOSH National Certificate or equivalent.

• Seek feedback from key stakeholders so that the service is being planned and adapted to meet customer expectations and future needs.
