What does a Client Financial Affairs Officer do at Hillingdon?

This is a significant role based in the CFA Team, with responsibility for providing an efficient, effective, and comprehensive CFA Function in line with the council's policies and procedures, ensuring that an excellent service is provided to vulnerable clients using safeguarding processes and following Legislative requirements.

The successful candidate will have responsibility for all areas of financial management for clients for whom the Council act as their Deputy as appointed by the Court of Protection (CoP) and Department for Work and Pensions (DWP) appointeeships. Additionally, the CFA Officer provides statutory service for S46 Public Health (control of diseases) Act 1984 funerals.

You will have responsibility to:

Act for and represent the client in financial matters and to maintain a professional relationship between the CFA Team, as the clients advocate, with internal teams. Build and maintain a professional working relationships with clients, their close associates, care providers and commercial companies and other professional teams ie COP/OPG. Take a lead role as decision maker regarding Best interest decisions for deputy cases and ensuring that these meet legal requirements should the OPG or Courts require evidence later. You will need to discuss and to assess the specific decision with the client and to make the final decision after discussion with internal and external representatives. You will be a position where you may need to override a decision as the appointed deputy if it is felt that it is not in the clients best interest. To discuss decisions for appointee clients in meetings with social care Social Workers based on our superior knowledge and understanding of our clients and their needs. Arrange funerals under S46 Public Health Act (control of diseases) 1984 including searching properties for documents and information, registering deaths, and dealing with family and third parties regarding estates. 

About you

To add value to our team, you will need to be an experienced individual, with the ability to operate in sometimes challenging environments.

You will have recent experience of working in a client based environment and enjoy meeting the general public and/or vulnerable people, preferably in a financial or legal setting.

Our ideal candidate will have a sound understanding of Mental Capacity Act 2005 and some understanding of the role of the Court of Protection

Recent Experience of banking or similar financial processes and be able to produce and explain financial accounts to a basic level.

You will need to be an effective communicator both in written and oral forms , and have the capacity to deal sensitively and tactfully with clients and those involved with them.

Our CFA Officer will need to be able to meet deadlines such as those set by the Court or by the Authority working flexibility in order to meet deadlines and attending meetings.
