The Finance Briefing Manager role sits within the Finance Policy, Accountability and Briefing Team. As lead for the Finance Briefing branch of the team, you will lead the department's central 'hub' for all finance-related briefing - the Finance Briefing Hub.

The Finance Briefing Hub is a team of four which co-ordinates briefing, correspondence and fact-checking for DHSC's Finance Group which is split into two Resource and Capital Directorates. The team consists of one SEO (this role) supported by a deputy briefing hub manager (HEO) and two EOs.

Job description

The Finance Briefing Hub is a central coordination point for the Finance Group, supporting colleagues across finance in providing high-quality finance briefing. The Hub actively maintains a database of the most recent briefing provided on all aspects of NHS finances and ensures that the most appropriate responses are given at each opportunity.

We pro-actively take the lead role on responding to Parliamentary Questions; providing wide-ranging briefing for debates and oral questions in both Houses; and answering all correspondence requests to the required deadlines.

Role responsibilities:

Managing the work of the DHSC Finance Briefing Hub, ensuring provision of a high-quality service. This includes identifying where input is needed and ensuring timely responses to briefing requests and contributions from teams spanning DHSC�s Resource and Capital (finance) Directorates. The Briefing Hub leads on responses to Parliamentary Questions, correspondence, FOIs, health oral questions (every six weeks), other ministerial briefing, weekly updates to departmental and No. 10 briefing, and other information requests on behalf of finance teams.Managing a team of four Finance Briefing Hub members who work to a shift pattern, each dealing with specific briefing requests. This includes setting out clear roles and responsibilities and advising Finance Briefing Hub members as needed. The role involved specific line management responsibilities for one HEO and one EO.Managing the Finance Briefing Hub's weekly shift rota to ensure the Hub is appropriately resourced to ensure high-quality service is provided at all times. They will also proactively consider future Briefing Hub resourcing requirements.Building and maintaining strong working relationships with colleagues across both Finance Directorates (Resource and Capital), ensuring an awareness of the Hub's service offer.Focussing on continuous improvement including leading on analysis of performance statistics, Key Performance Indicators and other evaluation to ensure the team is providing the best service possible.

Key skills and experience required for the role:

Team building and leadership skills, including experience of managing teams and individuals, setting clear direction.Experience of working in a fast-paced service delivery focused role with the ability to be responsive and manage competing priorities.Excellent communication skills, both oral and written, including ability to produce and oversee high quality drafting, briefing and effective commissioning.Experience of building and maintaining strong working relationships.Good understanding of government finance and the wider political landscape.Good level of IT literacy, including the ability to understand and use Word and Excel.��

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.� Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.�

You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.�

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.�

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.
