Job summary

The Second Permanent Secretary acts as the broad deputy for the Head of Department on all departmental matters. As such, they are the lead adviser to the Secretary of State on cross-cutting issues, delivery of key manifesto commitments, strategic finance/performance in the NHS, and the effective functioning and governance of the Department and its Arm�s Length Bodies.Alongside the Permanent Secretary, they represent the Department of Health & Social Care at the highest level.� They lead on the engagement with stakeholders, which include senior leaders across the NHS and wider health and social care sectors; Ministers; and Senior Civil Servants across government. The postholder will be expected to develop and maintain these relationships in order to persuade and influence everyone to achieve the Government�s priorities on health and social care.They provide strong leadership to the department by translating Ministers� ambitions into a clear vision to staff, setting a direction for that vision and ensuring the department is organised, resourced and motivated to support Ministers effectively - including delivery of their key priorities. As part of the Executive Committee, the postholder will manage, motivate and engage staff to develop their capability and be a role model for the values of the Civil Service, reinforcing and supporting a culture of continuous improvement, high performance and excellent delivery.

The postholder is a member of DHSC�s Departmental Board and Executive Committee and is the lead Permanent Secretary on the Audit & Risk Committee.� They chair the departmental Performance & Risk and People Committees and will be expected to take the primary leadership role in embedding the department�s new �Great Place to Work� programme. They will also be part of the leadership of the wider Civil Service (for instance, the current postholder sits on the Civil Service People Board and Digital & Data Board).

The current postholder carries specific responsibility for all strategy, finance and people issues as well as the operation of the Department and its enabling functions, although there may be some flexibility in how this group is organised depending on the particular skills and experience of the successful postholder has significant Accounting Officer responsibilities, with joint responsibility for overseeing around �192 billion DEL budgets�- (this includes c�180bn RDEL and �12bn CDEL).
