Job summary

This is a Fixed-term Appointment as a Comms & Engagement Manager in the Future Plans branch of HQ Home Command. Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is to deliver the IRONSIDE project, which has a completion date of March 2025. This post will therefore begin on your appointment and will end on 31 March 2025. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.

If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting, you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If a Temporary Transfer cannot be agreed between all parties, then a transfer on an FTA contract is possible, read the FTA and Change of Work Location in the UK policy for further information.

If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan, you will return to your home (OGD) department. The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.�

The IRONSIDE project will fundamentally optimise the Army�s ways of working, and communication needs to be at the heart of this work. The team requires a comms specialist to deliver consistent targeted and engaging comms across the diverse workforce; maintaining their confidence is vital to the delivery of all non-discretionary outputs. The team requires a professional who can focus solely on this element of the change programme.

Job description

You will work as part of an expert multi-disciplinary Project team for IRONSIDE, comprised of both military and civilian staff. Key Responsibilities:�

Developing the Army�s Home Command Project IRONSIDE communications and engagement strategy and plans.Creating and embedding an effective communications rhythm within Home Command to deliver key messages to target audience segments for the IRONSIDE project.Working with the IRONSIDE project team, including delivery partners, to deliver a targeted phased awareness campaign to support delivery of IRONSIDE and, also, ensuring alignment to broader departmental engagement strategies and plans.Sourcing audience insight to underpin communications and engagement strategies and plans and inform broader Project decision-making. Using this insight proactively to manage how target audience segments move effectively through the change curve to manage their transition from �As Is� to future �To Be� process and service delivery models.Report into IRONSIDE groups and checkpoints.Implement effective comms and engagement evaluation methods to assure audience engagement, draw out lessons learned and best practice.In addition to the core duties of IRONSIDE communications, provide communications support to Home Command senior leaders.Represent the change and communication strand in key Programme and stakeholder meetings.

Person specification

In the role you will work alongside a senior leadership team to articulate the communications strategy and plans for this complex transformation programme. You will also work closely with a vast range of stakeholders, including project teams, functional teams, Internal Communications, change champions, end users as well with a huge programme infrastructure. This role requires the following essential knowledge, skills and experience given the pace of these Programmes and the short tenure for this role, the successful candidate will need to 'hit-the-ground-running.

Essential Criteria:�

Strong knowledge of managing people change in a transformation environment.�A track record of developing and delivering creative change communications impacting all users in an organisation, in a fast-paced operating environment.�Strong knowledge and experience of using a wide mix of communication channels and tools, including; intranets and SharePoint, face-to-face, change champion, online newsletters, engagement events, videos to meet diverse audience needs.�Working in a structured project environment, managing and delivering workstream responsibilities during the lifecycle of IRONSIDE.�Creating and embedding an effective communications rhythm within a large organisation to deliver targeted transformation messages to segmented audiences across the business.�A strategic mindset, able to see the bigger picture of people change, advising senior leaders on the approach. Comfortable working alongside and presenting regularly to senior leaders at governance boards, both within Home Command and externally.�Ability to work at huge pace, prioritising and juggling conflicting demands constantly.�Excellent written and oral communication skills, with an ability to write clearly and concisely to explain complex topics to specific audience groups.�
