Job description

Matrix is part of a collection of central programmes which will deliver the collective �one� civil service ambition, driving modernisation, productivity improvements and reform outcomes to rationalise and harmonise 24 ministerial departments� �back office� operations. These programmes collectively will reduce cost, time and enable the Civil Service to operate as �one� through interoperability, sharing of common services, systems and data.

Shared Services touch all Civil Servants, providing business critical tools in human resources, finance, payroll and procurement providing the foundation for employees to deliver public services. The Shared Services for Government Strategy is clear that through the clustering of departments and simultaneous investment in technology and service will deliver a fundamental modernisation of the ways of working for Corporate Services and through a modern digital landscape, deliver productivity, efficiency, risk reduction and transformational benefits for all departments, streamlining policy development, policy delivery and Ministerial response times.

The Matrix Programme represents the critical investment in Corporate Services Technology and Service provision, for Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney�s General Office (AGO) and His Majesty's Treasury (HMT); providing the foundation to deliver optimal transformation within departments.

The Programme is part of the Shared Services landscape across cluster which will deliver the Shared Services Strategy for Government, and its three core objectives:
1.���������� Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
2.���������� Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
3.���������� Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

Person specification

Role Overview


The role will form part of the core Matrix programme team, driving forward Change and Transition within the Programme Delivery Model alongside the Change Delivery Lead and Head of Service Transition & Capability; working with and on behalf of all departments to ensure system and service readiness for each department.

As the lead for the Transition Office, you will be responsible for a core team of Project Managers and department specific onboarding managers who utilising onboarding / readiness checklists, tooling and relationships with departmental teams, will track readiness activities within departments. In tracking readiness, the role will chair the Business Readiness Board, holding departmental representatives to account and reporting through the Exec chaired Control Tower on risks, issues, actions, dependencies, change control and governance escalations.

Key Responsibilities include but not limited to:


������������ Lead the Transition Office for Matrix Programme, chairing the Business Readiness Board
������������ Lead a core team of Onboarding Managers to track departmental readiness, aligning service and tech
������������ Form and maintain relationships with departmental teams, providing technical support and guidance as appropriate.
������������ Managing and coordinating the business readiness activities in departments to ensure relevant changes are embedded and sustained in the relevant departments.�
������������ Provide assurance to the Programme Exec through control Tower on departmental and programme readiness; recording through your team Readiness risk, issues, dependencies, escalations, identification of change control as appropriate.
������������ Form and maintain relationships with Change and Service to ensure a coherent view of readiness and transition across departments.
������������ Drive the utilisation of tooling and innovation to provide dashboard and reporting metrics which reflect the system, service and could be utilised beyond initial go-lives.
������������ Provide status reporting in relation to transition activity.

Skills and Experience�

Required:
You will have a track record of being a Transition / Change Readiness, working in a digital / technology change / transition role, with:�
������������ Experience of delivering large scale digital and/or service transformations.
������������ Knowledge of Software as a Service
������������ Knowledgeable, with an in-depth understanding of the end-to-end change management lifecycle.
������������ Experience in engaging with and communicating to senior leaders in stakeholder organisations.
������������ Collaborative, with a proven ability to build effective relationships and influence at all levels.
������������ Experience of Project / Programme Managements
