Newport City Council is looking to recruit a Senior Planning Policy Officer within the Regeneration and Economic Development service area. This is an exciting opportunity for the right person to help shape the future development of the City and play a key role in delivering the Council's regeneration and growth aspirations as well as protecting our best historic and environmental assets.

Candidates must hold a recognised qualification in Town Planning and will be able to demonstrate a good knowledge and previous experience of the planning system and planning legislation, especially in relation to planning policy.

Job purpose

To undertake the role of Senior Planning Policy Officer within the Planning Policy Section of Planning and Development. The section (together with the Building Control and Development Management sections) deals with statutory duties and requirements under Town and Country Planning and related legislation.The Planning Policy Section's role is to shape the future development of the City, and plays a key role in delivering the Council's regeneration and growth aspirations.

Key Result Areas

  • To formulate and prepare planning policy reports and background studies relating to development and design briefs; Supplementary Planning Guidance; Local Development Plan; housing land availability; regional or subregional policies. Managing the procurement of technical work, where required.
  • To be responsible for undertaking statutory consultation and for liaising with other Local Authorities and the Welsh Government. Preparing responses to external consultations, including the drafting of briefing notes to Cabinet Members, as required.
  • The monitoring and review of local planning policies, including the leadership of policy topic areas for the purpose of reviewing or monitoring policies.
  • To liaise with and advise the Development Management, Building Control and other sections of the Council on planning policy issues, as required.
  • To provide policy advice for proposed development, including attendance at Development Team meetings and, where appropriate, recording time spent providing the advice, issuing invoices and collecting payment for that service.
  • Attend meetings of the Planning Committee and Cabinet Member meetings, together with other meetings of the Council and those organised for the public (e.g. Neighbourhood Committee meetings).
  • To liaise and negotiate with other Council Service Areas, external agencies and private developers in the preparation and implementation of proposals in accordance with the Local Development Plan, supplementary guidance, development briefs and background studies.
  • To represent the Council at any Examination in Public, Public Inquiry or Court case which involves any aspect of the casework of the section.
  • The post holder will be required to provide day-to-day guidance and supervision to junior officers
  • To oversee the work of less experienced officers, checking reports and recommendations, allocating work, and investigating and replying to basic complaints made under the Council's complaints policy.
  • Deal efficiently and courteously with enquiries from clients and customers, whether by letter, email, telephone call or in person.
  • Ensure so far as is reasonable and practicable, the health, safety and welfare of all employees under the post holder's supervision. To arrange suitable training and provide appropriate information and guidance on health and safety matters.
