The Public Health Division are recruiting a Policy and Programme Officer for Healthy Place on a permanent basis. This is an exciting opportunity to lead and develop Merton's approach to strategically supporting healthy environments and place, in partnership with colleagues across the council e.g. housing, regeneration, planning, and transport, and capitalising on wider external partnerships including other statutory organisations, business, the NHS and the voluntary sector.

The role involves embedding approaches and interventions which address the wider determinants of health and which help reduce health inequalities and will prioritise embedding Health in All Policies across council strategies and plans and supporting LBM to become a Marmot Place.

You will be employed by and based in Merton Council. The candidate is expected to work in the office 3 days per week.

This varied role encompasses:

  • Taking a health in all policies approach to collaboration
  • Developing and commissioning specific programmes of work to improve accessibility to healthy environments and address health inequalities; and
  • Supporting partnership working and effective learning about health impact across key staff groups and organisations.
  • Carrying out health impact assessments and influencing statutory and non-statutory Planning Policy, and access to Healthy Food, Cleaner Air
  • Engaging and providing evidence to support the Local Plan review and Planning policy to support delivery of Council's priorities for public health.
  • Managing specific projects and working with stakeholders to support the delivery of elements within a larger Healthy Places programme.

    You will develop relationships with all programme stakeholders across Council departments and communities, VCS and NHS partners. You will be championing the capacity of local authority place-shaping powers and resources to create healthier urban environments for our residents.

    We are seeking a highly skilled professional with extensive experience in project management, working to address the wider determinants of health, and a sound understanding of public health methodology and principles.

    The ideal candidate will have a proven track record in developing, implementing, and evaluating policies and programs aimed at improving health outcomes and addressing inequalities.

    You will have expertise in conducting health needs assessments and evaluating intervention outcomes. You will have exceptional communication and report writing skills and ability to present complex information to diverse audiences. You will be skilled in delivering results under pressure and can effectively manage multiple projects to high standards within tight deadlines.

    Experience and knowledge of local authority planning is highly desirable.

    You must have a strong commitment and understanding of addressing health inequalities and tackling the wider determinants of health.
