The commissioning officer will lead on key projects and service developments in Children's Social Care - Residential Homes.
Working as part of the Children's Commissioning Team who are responsible for all aspects of commissioning and contracting for a wide range of services in order to meet the strategic needs of Children and Families Services in Sheffield.
Working in accordance with City Council Financial Regulations and Standing Orders in respect of Procurement you will be required to purchase, secure and contract manage a range of services to meet the strategic ad operational needs of Service.
The role will lead on the commissioning of Young People's Residential services. This is a significant development which will include working with existing services and commissioners and developing potential new providers, to deliver ambitious and innovative commissions for children's residential accommodation opportunities. This is an integral part of our future planning and sufficiency strategynfor Children and Family Services as we want to ensure safe, supportive and secure homes and learning for the children we care for.
Successful candidates may come from a range of service backgrounds. An experience of contracting and procurement will be helpful, but equally important are skills in stakeholder engagement and market management, working with others and leading project delivery, needs assessment and analysis, financial acumen and a problem solving attitude. Some knowledge or experience of the potential market and service issues relating to children's care or SEND is desirable.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.
If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
