The Role:

Portsmouth City Council (PCC) uses Oracle Fusion and Oracle Integration Cloud for HCM, Finance and Procurement functions including integrations with other PCC or external business systems. We also provide payroll services via Fusion to external organisations including Local Authorities and Academies.

This role is based in the Fusion Support Team (FST) who are located within the Finance and Resources Directorate and provide functional and technical support for these systems and their users. We also manage system upgrades and development.


The main duties are:

Provide expert technical design, support and development capability for Fusion modules (HCM, Procurement and Financials), OIC including Integrations, VBCS forms, Apex reporting on our EBS Archive database, OTBI and BI Publisher.

The role must fully understand business operations and anticipate evolving business needs across the Council and external organisations, including academies, and other local authorities who use the PCC Fusion and OIC solutions. This knowledge and experience is essential to enable the translation and validation of functional requirements into a technical solution using the most appropriate Oracle Cloud technology or other technical tools

You will be one of the key technical leads on FST driven projects or developments, working closely with FST colleagues, PCC stakeholders and external contractors. You will produce and operate clear project plans, manage contractor access, lead the projects and manage project deliverables against agreed targets.

Undertake business impact analysis of all Oracle upgrades from a technical perspective, delivering clear reports to SMEs and agreeing clear and effective test plans for upgrades or developments.


What you'll need to succeed

You need to demonstrate clear evidence of your proven experience and success in the following areas:


You must have a minimum of 5 years' experience of using Oracle Fusion and OIC technologies and software encompassing system configuration and implementation, support and development activities.

You should have a full understanding of GDPR and managing personal or sensitive data in an IT environment. You should also understand and have an ability to configure Data and Functional Security

You should be a skilled and confident communicator, able to effectively coordinate and influence the efforts of multiple teams during upgrades and developments. You should be able to negotiate effectively with line of business owners and other stakeholders, including external contractors or suppliers when there are multiple priorities and limited resources to ensure optimal outcomes are achieved.

You should be experienced in end-to-end project delivery and the associated implementation methodologies and documentation, including change control procedures.
