Deputy Director, SCAH Central Programme Office (SCS1)

The Animal and Plant Heath Agency's (APHA) science campus at Weybridge plays a nationally important role in protecting human and animal health. One of only 30 such sites across the world, it has a wide range of specialist and complex scientific facilities, including at the highest level of containment.

The Science Capability in Animal Health (SCAH) programme has been established to oversee the re-development of the APHA site – a 10-year programme, with a budget in excess of £1bn. This is an exciting opportunity to be part of the development of a world class science facility delivering infrastructure critical to animal health and farming in the UK.

The Deputy Director, SCAH Central Programme Office (CPO) will be responsible for equipping the Client-side programme team with appropriate strategic information to enable proactive, efficient decision making, working closely with the Delivery Partner's Programme Controls team as client to their programme. The role will be responsible for client-side programme controls, including scheduling, performance reporting, risk and issue management, and will work closely with the Programme Cost Assurance Partner to facilitate cost management and control. Ensuring a single source of data will be key.

To be successful, you will bring experience of leading a Programme Management Office within an Intelligent Client Function overseeing the delivery of major complex construction projects. The nature of the programme means you will understand and be able to navigate the governance and oversight requirements associated with the GMPP portfolio, allowing you to work effectively across Whitehall on this complex and strategically significant project. You will need to be a skilled relationship builder, as collaborative working relationships need to be built and maintained at all levels to ensure delivery of high-quality reliable outcomes. In particular, you will have experience of working with a Delivery Partner, or an extended supply chain. An outstanding leader you will have led and motivated high performing teams with an inclusive culture. This role calls for strong leadership skills with experience leading and motivating high-calibre, multi-disciplinary teams across multiple suppliers, used to delivering to demanding timescales. A professional qualification in programme / project management is required.

The SCAH programme is one of a handful of programmes of this scale and complexity in the world and offers a rare chance for an experienced candidate to undertake a key role at the heart of the UK's critical infrastructure. Not only will you be building for the future, but you will also be playing a central role in making sure that the site continues to be operational on a day-to-day basis, so that staff and facilities are prepared to respond to animal health disease emergencies whenever they might arise.
