Freelance Programme Manager

Location: London (hybrid)

Day rate: £450 - £550

Duration: 12 Months +

Capstone have partnered with a leading, International real estate consultancy who are currently recruiting a Progamme Manager with extensive, demonstrable consultancy side experience delivering projects and Programmes end to end for Russell Group HE institutions in the UK to join a client focused team within the London office to help develop and drive our Higher Education capability, working on a wide variety of research, teaching and related projects in London and the South East. Education projects include new build, fitout, refurbishment and estate optimisation. This role presents an excellent opportunity for a proactive individual to take responsibility for providing all services relating to project management on Higher Education projects.

Key Responsibilities:

  • Managing a Programme of Campus wide Capital Projects including up to 20 projects at any one time.
  • Support the Director of Estates and Associate Director of Projects and Estates Development in all aspects of their roles.
  • Lead a team of Project Managers who are managing the programme wide projects using the JCT suit of contracts and acting as Employers Agent.
  • Provide guidance and support to the Projects Managers within the Programme, using weekly Programme meeting and 1-2-1s. Ensure trust is built up quicky and be approachable and supportive at all times.
  • Have concern for and support the wellbeing of all Project Managers within the team.
  • Identify and facilitate training requirements for Project Managers within the team.
  • Liaise closely with the Programme Commercial Lead, Programming lead and Comms Lead. Take the lead on ensuring Programme information is shared between these parties at all times.
  • Track and report on Programme Risks, Issues and Opportunities and Programme.
  • Perform Gateway reviews for all stages of all projects within the Programme. Support Project Managers in their understanding of information that should form part of the Gateway review at each stage.
  • Support all members of the Projects and Estates Department team in all aspects of procurement of Consultants and Contractures.
  • Build strong relationships with all internal University Stakeholders, including but not limited to the following departments, Maintenance and Operations, Health and Safety, Facilities Management, Strategic Projects, Communications, Change, Finance, Residential, Students Union, Each Academic School.
  • Support the Associate Director of Estates and Development in identifying compliant activities required across the Campus.
  • Reporting on the status of the Programme at weekly Senior Leadership Team meetings, quarterly Transformational Board Meetings, and at various Ad Hoc meetings as requested by the Senior Leadership of the University.
  • Support the Estates Department Senior Leadership with Strategic projects as they evolve.
  • Be comfortable reporting at the highest level of the University Leadership team.
  • Be comfortable with the RIBA Stages and the documentation required at each stage.
  • Be very confident with the JCT form of contract.
  • Have a solid understanding of local planning requirements.
  • Work collaborating within the team environment, providing positive leadership to all Project Managers within the Programme team.
  • Maintain a Strategic outlook within role, and not be drawn too much into the detail of projects, whilst ensuring Project Managers are fully supported to ensure successful delivery of Projects and therefore Programme.
  • Monitor Programme Change control and Commercial information closely to ensure adherence to Programme constraints.
  • To support with Business Development activities where required.
  • To support business objectives of delivering value for money in all circumstances.
  • Comply with established procurement/commercial/contractual strategies.
  • Take personal responsibility for complying with Environmental, Health, Safety, Security and Quality Standards.

Person Specification

The ideal candidate will demonstrate a positive proactive approach to the role, and an expertise in delivering programmes to meet different pedagogic model requirements in the UK HE sector, be committed to delivering customer service excellence, with good commercial results. In addition, the candidate must have the following as a baseline requirement:

  • Qualifications - UK Degree level.
  • Chartership - Demonstrably working towards professional Chartership (MCIOB, MRICS, MAPM or ChPP) with a defined plan and date for achieving this.
  • Health & Safety - Hold a current CSCS Card.
  • Technical - Demonstrable experience of the technical aspects of preparation of and securing approval for research and teaching project business cases. Demonstrable understanding of the current UK HE pedagogy and associated programme and project delivery requirements and is able to identify and promote solutions. Experienced in the procurement, execution and management of JCT contracts. Very good understanding of Construction related Health and Safety Legislation.
  • Managerial - Excellent interpersonal skills with a consistency to engagement with colleagues and a collegiate approach to problem solving and recognition. Ability to work independently whilst knowing when to escalate in a business as usual setting. Ability to lead a team in a strategic and positive manner, obtaining positive written client feedback. Ability to work with client governance requirements whilst not overlooking the quality requirements is key.
  • Behaviours - Recognised as a positive, collaborator who shares knowledge freely and offers support to their teams, peers and seniors. Recognised as a strong leader, with the ability to ensure always approachable and all members of the team feel supported at all times. Maintain an ongoing strong willingness to learn.
  • Experience - Demonstrable, current experience as a programme manager successfully delivering end to end projects and programmes. Experience working at a Senior level with Strategic input in current role.
