Responsibilities

  • To support production of the Statement of Accounts in accordance with the timetable taking responsibility for key elements of the accounts as directed by the Chief Accountant
  • Ensuring delivery of high-quality working papers.
  • To co-ordinate and ensure timely production of responses to external audit queries
  • To proactively identify areas of for improvement, and help implement and communicate these to the affected areas.
  • To lead on one of more technical areas as directed by the Chief Accountant
  • To assist with the Production of the Council’s Statement of Accounts, and interpret and be responsible for ensuring the Council is following latest guidance, audit requirements and best practices and ensure full compliance with relevant Accounting code and statutory reporting requirements.
  • To contribute to the development and maintenance of Corporate Financial Policies, Strategies, Systems and Practices and to manage the development and continuous improvement of the Finance Team to incorporate best practice. To assist with co-ordination of the external audit process.


Requirements

  • Knowledge and understanding of financial accounting within Local Authorities and the financial & legislative framework including SeRCOP, IFRS, and Prudential Code
  • Knowledge of financial governance within Local Authorities.
  • Knowledge of VAT and taxation as they affect local authorities would be desirable.
  • Must have a clear understanding of the diverse nature of Harrow’s communities and Harrow’s workforce, and the implications for service delivery.
  • Experience of working as a senior Finance Professional in a large and complex public sector organisation


Contract

  • Initial 3 to 6 month ongoing contract with the opportunity to extend.
  • PAYE via umbrella
  • Monday to Friday 9am to 5pm Hybrid - mix of home and office/onsite client premises
