Cluster Manager

Location: Site-based in Seal Sands, related to Cluster

£65,000 plus bonus


Job Purpose:

Outsource's client are a global bulk liquid storage & logistics firm, who are seeking a Cluster Manager to oversee the operations and management of assets within a regional cluster, ensuring safe and efficient performance aligned with the company’s strategic objectives. The ideal candidate will lead the operational team, optimize asset availability, and drive continuous improvements while maintaining high safety standards.


Key Responsibilities:

  • Provide leadership to the operations team, ensuring effective asset management and minimizing downtime while maintaining safety, compliance, and repair requirements.
  • Implement operational processes and procedures that align with corporate objectives, ensuring efficiency and cost-effectiveness.
  • Foster a lean and agile culture across the region, focusing on continuous improvement and process optimization.
  • Ensure the region’s operations comply with HSE (Health, Safety, and Environment) standards and all relevant legislation, including COMAH requirements.
  • Promote the company’s reputation by building strong relationships with key stakeholders, including customers.
  • Manage the regional operations budget, looking for opportunities to drive financial and process efficiencies.
  • Ensure all staff are appropriately trained, competent, and resourced to safely perform their duties.


Experience Required:

  • Proven experience in a similar operations or asset management role, with a strong background in managing safety-critical operations.
  • COMAH experience and a thorough understanding of safety, regulatory compliance, and risk management.
  • Demonstrated leadership and team management capabilities.
  • Strong focus on operational excellence, continuous improvement, and efficiency optimization.
