General Description:
Ocean Winds is seeking a Head of External Affairs and Policy for its UK projects and local business unit activities. Main responsibilities will include:
- Leading a team providing external affairs and policy/regulatory engagement support to Ocean Winds’ UK projects and business development activities.
- Developing and implementing stakeholder management plans for Ocean Winds UK and its projects.
- Representing Ocean Winds towards key stakeholders, with particular focus on events and industry working group participation.
- Maintaining interfaces and coordinating with relevant areas of the wider Ocean Winds business.
Core Main Accountabilities:
- Leading a team covering external affairs, stakeholder management and community engagement working across the Ocean Winds’ UK projects and business development activities.
- Ensuring robust and proactive stakeholder management plans and resources are in place for all operations.
- Ensuring best practice is achieved in terms of community engagement and the promotion of the economic and societal benefits of Ocean Winds’ projects.
- Proactively monitoring policy, regulatory and electricity market developments and undertaking risk and opportunity analysis, including identifying potential mitigation measures where applicable, whilst ensuring strong coordination with Ocean Winds’ corporate regulation and markets team.
- Identifying relevant industry consultations, establishing Ocean Winds positions and preparing responses, gathering input from appropriate departments.
- Supporting external communications and stakeholder management effort by providing policy positions, analysis and data.
- Supporting the commercial asset management with policy and regulatory advice.
- Sponsoring Ocean Winds UK business unit level policy and regulation meetings, ensuring coordination of activities including working group representation, consultation responses and research.
- Coordinating local press and public affairs activities, including external events, with the Ocean Winds corporate team, ensuring clarity and consistency of messaging.
- Managing internal budgets associated with the activities set out above.
- Ensuring regular reporting is provided to project shareholders, lenders and other stakeholders where required.
Required Academic and Professional Experience:
A minimum of 5 years’ experience in at least one of the following areas is required:
- External affairs/stakeholder management in the energy industry.
- Policy and regulation in the energy industry.
- Business development in the renewable energy industry.
Required Knowledge:
Demonstrable knowledge in all of the following areas is required:
- The UK electricity market including the CfD regime and the regulatory framework for transmission-connected generation.
- Planning/consenting regimes in the UK.
- Industry, political and media engagement.
Knowledge of the following areas is desirable:
- The core technical characteristics of offshore wind farm generation equipment.
- Leasing processes associated with offshore wind farms in different markets.
- Joint venture project environments / capital project governance.
- Establishment and implementation of business management systems and processes.
Required Skills/Competencies:
A self-starter with proven versatility to identify and adapt to changes in the market environment.
A demonstrable ability to communicate across all levels of the business and to build external relationships and maintain a wide personal network.
Languages:
The business has an international team of employees and the working language is English. Candidates need to be fluent in English both spoken and written. Proficiency in other languages will be valued.
Location:
Location in Edinburgh with regular travel to events, operational sites and stakeholders’ offices involved.
