Principal Programmer

Location - Cardiff - Hybrid - Inside Ir35

We are looking for a lead in the development and interoperability of corporate, clinical, and departmental systems, enabling the Health Board to meet its key business and clinical objectives. The role also includes providing support, training, and technical assistance to senior analyst programmers and analyst programmers as required.

Manage core Health Board IT systems, including FHIR Server and API development, PMS Master Index, Inpatient and Outpatient Modules, System Administration, Results Reporting, Clinical Systems, Training Database, Data Warehouse, and Application Server.
Represent the interests of the Applications and Development Teams and the Health Board's technical interests on the Corporate System User Groups, liaising with departments outside on IT issues.

System Development:

Demonstrate specialist knowledge and practical experience in system development and interoperability, preferably in Microsoft.NET.
Manage coding and development of all aspects of API or System Development under the leadership of the Technical Architect, including analysis, design, system build, testing, documentation, and optimization.

Essential Skills and Qualifications:

Extensive experience in managing system development and interoperability processes.
Proven expertise in system and requirements analysis, design, system building, testing, and documentation.
Demonstrated ability to lead and manage technical teams, providing guidance and support.
Strong understanding of Agile project management methodology and quality control procedures.
Excellent problem-solving skills and the ability to undertake complex technical development tasks.
High-quality written and verbal communication skills.
Up-to-date knowledge of new developments in system design and application development.

Desirable Skills and Qualifications:

Experience with Microsoft.NET.
Experience in an Healthcare or Public Sector environment.
Familiarity with FHIR Server and API development.
