Job summary

The main purpose of the Finance Director is to provide strategicleadership and long-term planning of the business in respect of financialperformance management and commercial development of the Company. Main duties of the job

General Functions:
  • Be responsible for the development of financial systems and the reporting structure and production of management accounting systems with the aim of providing a standard format to the Board
  • Oversee contract management, contract management and commercial development with the aim of increasing revenue growth and profitability which can be injected back into the business for the benefit of patients and shareholders
  • Provide recommendations to the Board of the staffing structure and systems required to deliver the companys financial, performance and IT strategy

PML is a successful not-for-profit, GP-led organisation providing various NHS community and primary care clinical services to patients across Oxfordshire and Northamptonshire. We have evolved as a NHS healthcare provider since 2004 and in the last few years have grown significantly, now employing around 300 staff with a turnover of circa £16m. PML holds GMS contracts, as well as being a GP Federation representing circa 50 GP practices covering approximately 650,000 patients.

Responsibilities:
  • As an Executive Director and member of the board, overall responsibility for finance function operations, including production of timely management accounts for Board and management meetings, interim and year end statements.
  • People management and their development responsibility for finance, IT and Reporting Teams.
  • The provision of financial analysis for business decision making and setting of financial policy around investment and commercial commitments in conjunction with the MD.
  • Produce creative financial models to facilitate commercial development and business improvement
  • Produce annual budget and quarterly variance analysis reports for board meetings with detail explanation of variance
  • Ensuring effective financial governance in terms of procedures, protocols and processes.
  • Provide financial information to inform HR policy in relation to remuneration, workforce planning and other people resource areas
  • Ensuring effective financial governance in terms of procedures, protocols and processes.
  • Provide financial analysis to inform HR policy in relation to remuneration, salary banding and progression and performance related reward systems, in conjunction with the People and Culture Director
  • Develop a companywide Digital/ IT Strategy Management of Company IT through the Companys service provider.
  • The development of the Companys commercially related quality systems and procedures.
  • Representation on the PML Board.
  • Review Company Secretary responsibilities, including Company insurances and advising Directors on legal matters.

Qualifications

Essential
  • Qualified Accountant holding ACCA, CIMA or ACA
Desirable
  • Senior Management Qualification or equivalent
Experience

Essential
  • Senior Management experience at Director level in either a commercial organisation or public sector
  • Experience of taking a lead role in the development of financial strategy
  • Demonstrated experience in identifying business opportunities and providing data driven recommendations informed by business need
  • Developed and implemented a strategic Digital/IT strategy with evidence-based people and business benefits
Desirable
  • Experience in the health sector
Skills and Knowledge

  • Able to demonstrate strategic financial thinking
  • Proven excellent interpersonal and leadership skills.
  • Strong technical accounting skills
