The People Analytics and Insight (PAI) Directorate was established in late 2019 as part of HR within HMRC. The mission of the Directorate is 'To positively influence the engagement and effectiveness of our colleagues, by empowering HMRC to unlock the value of people information & insight, via our expert products & services'.
Job description
The Vision of the PAI Directorate is to 'deliver people insight and analytics to enable HMRC to shape its future through the use of evidence-based decision-making'.
HMRC is a significant employer, with 65,000 staff, and therefore People Analytics plays an important part in driving change and shaping the future of the organisation. The team was formed specifically to bring a different way of operating to HR and to facilitate greater rigour in the successful delivery and evaluation of key programmes.
You will be a valuable member of the People Analytics and Insight (PAI) directorate, supporting the Directorate to deliver it's mission to positively influence the engagement and effectiveness of our colleagues, by empowering HMRC to unlock the value of people information & insight, via our expert products and services.
This is an exciting time to join the PAI team where you will collaborate with a dedicated group of professionals focused on delivering actionable insights on high-profile themes impacting the workforce at HMRC. As a People Analytics and Insights Officer, you will be supporting a range of projects, and utilising a mixture of research, evaluation and monitoring techniques, to deliver people information and insight to support our overall vision and mission.
This role sits in the Customer Delivery team within PAI. This team is responsible for carrying out both quantitative and qualitative analysis and insight on HMRC people data. Activities include developing evaluation Theories of Change, impact, process and Value for Money (VfM) evaluation, modelling, forecasting, optimisation, research, survey design and implementation and focus groups.
People Analytics plays an important part in driving change and shaping the future of the organisation. The team was formed specifically to bring a different way of operating to HR and to facilitate greater rigour in the successful delivery of key programmes.
Key Responsibilities:
As a People Analytics and Insights officer you will have the opportunity to contribute to generating data and insight to support key deliveries in PAI using a range of data sources and through evaluation, survey and qualitative methodologies. Key responsibilities include the following.
- Understand HMRC's HR Business need for sound research and analysis to deliver people insight and analytics to enable HMRC to shape its future through evidence-based decision-making.
- Work with a project lead to undertake evaluation projects, ensuring outcomes are aligned with service vision and business strategy.
- Take personal responsibility for delivering a variety of research and analytical projects, ensuring that business needs are met.
- Synthesise data from a wide range of sources, using storytelling techniques to present a coherent narrative which drives action within our business groups.
- Work in an agile way to define, build and deliver analytical projects.
- Create informative and visually appealing outputs to communicate data-driven insights to stakeholders.
- Effectively communicate data findings and insights to both technical and non-technical stakeholders, ensuring a clear understanding of the implications to the business.
- Collaborate effectively on projects within diverse and multidisciplinary teams, fostering an innovative environment to achieve shared goals.
Person specification
- Has experience designing and delivering evaluation and analytical and insight projects.
- Is patient, level-headed and able to deliver at pace.
- Can take the initiative and work independently when required.
- Has a collaborative approach and is keen to work with others to achieve progress against shared objectives.
Essential Criteria:
- Expertise in evaluation methods - experience of developing or using Theory of Change and theory-based, and / or experimental evaluation methods.
- Strong understanding, or experience of undertaking, Return on Investment (ROI) and / or Social Return on Investment (SROI).
- Experience of data collection, analysis and synthesis.
- Experience of data storytelling principles to develop a coherent and engaging narrative from a range of data sources.
- Experience of interpretation and presentation of data using effective written and verbal communication skills.
- Experience of application of ethics to research.
- Continuous learning mindset to adapt to evolving research requirements and methodologies.
Experience of two of the following:
- Qualitative research design and analysis (e.g. depth interview guides, focus groups).
- Survey research design and analysis.
- Literature reviews or rapid evidence assessments.
Desirable Criteria:
- A willingness to take ownership of personal development, setting realistic goals to improve abilities.
- Stakeholder engagement skills to support requirements gathering and expectation management.
Essential Qualifications
Applicants must hold an undergraduate degree, at a minimum of 2:2 with sufficient research methods training (comprising around one third of modules taken in the course).
OR
Experience of practising research and / or evaluation. This consists of experience working in a research / evaluation agency, market research / evaluation agency or a specialist research / evaluation team.

- You will be asked to carry out a presentation using dummy data provided to you a week ahead of your interview. Following the presentation, you will be asked technical questions relating to your presentation.
Benefits

Selection process details
This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Experience and Technical skills.

Sift
A sift will be carried out on your personal statement against the essential criteria, and the behaviour statement 'Seeing the Bigger Picture' with the successful candidates being invited to interview.

Interview
During the panel interview, your experience will be assessed, and you will be asked behaviour-based questions to explore in detail what you are capable of.
You will be asked to carry out a presentation using dummy data provided to you a week ahead of your interview. Following the presentation, you will be asked technical questions relating to your presentation.
Interviews will take place via video link. Sift and interview dates to be confirmed.
