THE ROLE: The key purpose of this role is to assist with the effective delivery of procurement services to the business. To assist with the management and recording of contracts, assist in strategic sourcing activities, as well as provide business as usual Procurement activities. This role will be pivotal in driving value for money and efficiencies for ScotRail through scrutinising purchase requisitions raised by the business. This role will also be key in producing, promoting and enforcing procurement policies and ensuring compliance is achieved.
KEY ACCOUNTABILITIES:
* Manage and develop relationships with internal stakeholders involved in day-to-day expenditure.
* Govern procurement process and compliance on day-to-day spend across the business via the eBIS System.
* Monitor, track and expedite requisitions and orders raised by users across the business.
* Manage the content of online catalogues (eBIS) used across the business and ensure there are contracts in place for these areas of spend.
* Assist with Strategic Sourcing / tendering activities and management of contracts database / supplier issues log.
* Assist in developing and implementing robust purchasing policies, procedures and ensure effective communication within the business via online resources.
* Supplier rationalisation and assist in developing new and existing supply chain relationships.
* Resolving invoicing enquiries, initiate corrective actions and maintain good relations with internal and external stakeholders to this process.
* Assist with the assessment and creation of new suppliers to eBIS to ensure they pose no risk to the business.
* Responsibility for compiling the department monthly KPI / MI reports
* Some travel expected but mainly office based.
* Good understanding of procurement processes and legislation and any relevant obligations within the current Grant Agreement.
* Communication of procurement processes and governance responsibilities and rights to key stakeholders.
* Maintenance and Control of the ScotRail Contracts Database
* Management of spend to ensure it is within budget and in line with ScotRail’s P2P process.
* Delivery of continuously improving supplier performance for minor contracts through the use of KPIs and frequent dialogue and analysis with suppliers and service providers.
* Focus on the commercial aspects to ensure all contracts and commitments to spend is offering the best value for money.
KNOWLEDGE/SKILLS:
Essential
* Ideally Chartered or working/willing to work towards being chartered member of CIPS.
* Highly articulate and analytical.
* Relevant qualifications or experience in a procurement environment.
* Knowledge of procurement legislation.
* Previous experience in managing P2P processes, tendering, and managing contracts registers / database.
* Experience in developing relationships with critical stakeholders.
* Proficient IT skills including MS-Office (Excel, Word, PowerPoint).
Desirable
* Knowledge or experience of rail industry
* Understanding of Rail Industry/Grant Agreement
* Working knowledge of eBIS, Open Accounts and Power BI.
Hours of work: 35 hours per week. Reference Salary: £36,924 per annum.
