Role Purpose 
The primary purpose of this post is to support the delivery of the Council’s Regeneration and Development Projects both at individual project and programme level.
 This could include:
Leading, coordinating and delivering successful regeneration bids and managing the procurement activities to secure high quality partners such as suppliers, contractors and consultants.
Being responsible for the effective management of a range of regeneration projects, programmes and strategies including monitoring and evaluation, report writing and servicing of strategic governance boards.
Identifying funding opportunities, researching, analysing and developing funding bids to deliver regeneration projects.
Supporting the financial management of projects through raising of purchase orders, payment of invoices and financial record keeping as well as providing budget reports to funders and meeting grant conditions.Responsibilities 
To lead and co-ordinate regeneration projects from the development phase, through inception to delivery with due regard to the principles of project management including risk management assessment, value for money and project performance.
To lead on all elements of regeneration projects such as planning; financial viability/funding; procurement; stakeholder management/community engagement; programme/project management; partnerships/negotiation, etc.
To ensure that funding is in place to support regeneration activity, identifying and securing external sources of finance wherever possible.
To remain abreast of local and national regeneration policy and regulations and apply this knowledge to regeneration projects.
To apply a rigorous financial management and business planning approach to project management ensuring strict cost/time management against budgets.
To lead on the development of a communications strategy and work actively with Corporate Communications and other departments such as Housing services to ensure effective communication is undertaken with residents, staff, members and external stakeholders. 
To be responsible for initiating and sustaining partnership working at a senior level with public and private sector organisations.
To be responsible for organising and managing events including community consultation, public relations and focus groups, within specified budgets, to contribute to community engagement and performance management processes.
Ensure that project risks and issues are identified, assessed, effectively managed, reviewed, recorded and reported on a regular basis.Requirements 
Degree level qualification, or a minimum of two years project management experience.
Project management qualification.
An understanding of and commitment to Council policies in relation to Equal Opportunity, Customer Care and service delivery, and the ability to implement these policies in the workplace.
Experience of preparation, delivery and monitoring of large capital budgets and successful external funding bids.
Experience of liaising and working with senior managers and elected members with the ability to influence relevant outcomes.
An understanding of how regeneration initiatives can be used to address deprivation, access to services, issues around community safety and cohesion.Contract 
Initial 3 to 6 month ongoing contract with the opportunity to extend 
PAYE via Umbrella
