This is a pivotal role in shaping the future of our children's services, ensuring that every child and young person in Medway has the opportunity to thrive.
Main Purpose of Job:
Provide strategic leadership, vision, and direction to the Children in Care, Care Leaver, and Youth Offending services.
Ensure the delivery of high-quality services reflecting Medway's practice model and delivering positive outcomes for children, young people, and their families.
Represent the Council at a senior level and be the lead for corporate parenting.
Contribute to the strategic development of the wider service as part of the Children's Services Management Team.
Manage the service area budget, ensuring effective monitoring and analysis to deliver services safely within budget.
Establish clear targets and key performance indicators, continuously driving improvement to ensure positive outcomes for children, young people, and their families.
Assist and deputise for the Assistant Director of Children's Services and provide cover for other Heads of Service, as appropriate.
Participate in the senior management on-call rota.
Key Responsibilities:
Champion the voices and rights of children and young people, ensuring their views are listened to and acted upon.
Develop and implement strategies to enhance service delivery and achieve the strategic vision for the service.
Build productive working relationships with colleagues, partners, and stakeholders, seeking opportunities for partnership working and innovative delivery models.
Develop resource plans, realistic budgets, and use information effectively to meet service requirements.
Manage programmes and projects, assess and deal with risks, and ensure service plans and objectives are met.
Lead and motivate a team of managers and staff, ensuring clear targets, objectives, and development plans are in place.

Person Specification:
Qualifications/Experience:
Degree in Social Work - ESSENTIAL
2 years minimum experience as a Service Manager in Childrens Services
NVQ level 5 in Management or equivalent management qualification
Extensive management experience including the management of change
Significant experience directly related to children in care, care leavers, or youth offending
Experience in planning for and contributing to the Ofsted inspection process
Extensive understanding of the legislative and policy framework for children, young people, and their families
Experience working within a Signs of Safety framework
Evidence of continuous professional development
Registered with Social Work England
Skills and Competencies:

Extensive understanding of service activities, policies, and market/external comparators
Strong leadership skills, promoting equality, integrity, and encouraging creativity and innovation
Effective stakeholder management and communication skills
Ability to develop and manage service plans, budgets, and evaluate competing priorities
Proactive in instigating and embedding change, supporting wider council initiatives
Ability to build a motivated and engaged team, ensuring targets and development plans are linked to service goals
