Appointed by, and reporting to the, Communities' Chief Authorising Engineer (CAE), Authorising Engineers (AEs) in Communities are senior professional engineers who carry out technical and operational audits, inspections and other tasks related to building services systems and equipment as coordinated by the CAE. This includes technical audits of each site annually.nAn Authorising Engineer (AE) for the Communities Division is responsible for:nMinimising performance deductions through root cause analysis of non-compliance incidents; Auditing technical compliance (completion on planned maintenance to building services systems and equipment and the safe and efficient operation of such systems and equipment) in Mitie's Communities Division; and implementing Mitie's Safe Systems of Work (SSoW) for the Sites, Systems and ‘Disciplines' for which they are appointed. Disciplines are: High Voltage; Low Voltage; Pressure Systems; Gas; Refrigeration; Confined Spaces; Hot Works; Working at Height; Excavations; Petroleum; Lifts; Ventilation; Water; Medical Gases; Fire; and Decontamination.

The role encompasses a range of responsibilities, starting with Audit & Inspection. The individual is expected to conduct audits of technical compliance and Safe Systems of Work (SSoW) as directed by Communities CAE. The aim is to provide each Account Manager with a comprehensive action plan to address non-compliance on their site(s), offering an effective early warning system for technical issues and potential Non-Compliance Incidents (NCI) on an account.nThe role also involves Investigations. The individual will investigate and report on any incidents, accidents, or failures involving engineering systems and equipment, acting as a Subject Matter Expert. They will recommend corrective and preventive actions and investigate significant incidents involving equipment, systems, installations, and locations within the site(s), system(s), and/or Discipline(s) for which they have been appointed. They will also carry out root cause analysis (RCA) of NCI causing financial deductions in PFI accounts to suggest specific solutions that prevent reoccurrences.

The individual will need to demonstrate Competence by providing suitable and sufficient evidence to the satisfaction of the Communities CAE. Finally this role also includes miscellaneous task such as responsibilities related to Site & System Familiarity and SSoW Register. Also making sure Safety Documentation is written up correctly and in line with MITIE and industry policies. Also formalising operational constraints, providing technical advise and also ensuring Keys/Equipment is allocated to the right location.

The ideal candidate for this role should be an employee of the Mitie Division they are responsible for, or a consultant engaged by the CAE for Communities. They should be registered as an Incorporated Engineer (IEng) with experience in the appropriate discipline(s). In exceptional cases, the Communities CAE may issue a ‘Letter of Appointment' to an AE who does not hold the required professional registration but has a sound technical engineering background and a proven track record of relevant experience in the type of installations and SSoW, and is working towards IEng.

The candidate should have a proven track record of working as an Authorising Engineer or a similar role in a relevant sector, such as healthcare, education, industry, or defence in a minimum of two ‘Disciplines'. They should be proficient in undertaking assessment and audit of personnel and processes, and hold a minimum qualification of internal auditor. They should also have carried out suitable accident and investigation training.nThe candidate should be able to confirm their competency and suitability for the role by demonstrating an appropriate understanding of the tasks involved and knowledge of SSoW procedure work for each nominated Discipline. They should be in a position to demonstrate how they have met the requirements of the appropriate tuition and training appropriate to AEs and APs for their specific Disciplines.

The candidate should be familiar with the different types of equipment and systems for their Disciplines and become familiar with the areas of appointment on Communities' Divisional estate within 6-months of employment by Mitie. They should possess a detailed knowledge of Health Technical Memorandum (HTM) relevant to their Disciplines.nFinally, the candidate should have excellent communication and interpersonal skills, strong analytical, problem-solving, and decision-making skills with the ability to complete Root Cause Analysis (RCA), and high attention to detail and quality.

This role involves conducting audits, investigating incidents, and demonstrating competence. The individual will audit technical compliance and SSoW, provide action plans for non-compliance, and investigate engineering system incidents. They will recommend corrective actions, perform root cause analysis, and ensure safety documentation aligns with MITIE and industry policies. They will also handle tasks related to site familiarity, SSoW Register, operational constraints, and equipment allocation.

The candidate should be registered as an Incorporated Engineer (IEng), or have a sound technical background and experience. They should have worked as an Authorising Engineer in at least two disciplines and be proficient in assessments, audits, and investigations. They should understand SSoW procedures, meet training requirements, and be familiar with their Discipline's equipment and systems. They should know the Health Technical Memorandum (HTM) and demonstrate excellent communication, problem-solving, decision-making skills, and attention to detail.
