An exciting opportunity has arisen for a dynamic and innovative Project Manager to join our professional team working within the Capital Planning Department at Swansea Bay University Health Board.

We are looking for an experienced and qualified construction/engineering professional that has the drive, ambition and motivation to manage and deliver all capital projects, on time, within budget, to the required quality and within the overall context of the Health Board's clinical and estate strategies.

The successful candidate will have extensive experience of managing and delivering construction and engineering projects within a NEC contractual framework. You will work closely with a wide range of internal and external stakeholders from different disciplines, including clinicians, Local Authorities, design teams and contractors to deliver projects successfully.

Main duties of the job

Management and delivery of all capital projects for Swansea Bay University Health Board (SBUHB), with a discretionary value up to £4m and Welsh Government value above £4m, on time, within budget, to the required quality, within the overall context of the Health Board's clinical and estate strategies.

The post holder will be responsible for co-ordinating the briefing process within the Health Board and with the design team (internal and external), including appointment of external team members. The post holder will ensure that auditable procedures and records are kept of all relevant projects.

The overall function of the post holder will be to manage projects on a day-to-day basis on behalf of the Assistant Director of Strategy (Capital). The post holder will agree any delegation and project assurance roles required by the Project Board. The post holder will ensure that all work is planned, resources are made available, and work is carried out and developed consistent with the principles of the NEC form of Contract.

The post-holder will also support the development of relevant business cases through the preparation of detailed project briefs in terms of function, time, cost and quality consistent with the Health Board and All Wales guidance and in accordance with the NHS Wales Infrastructure Investment Manual.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Essential

Significant construction Project Management experience, working on major complex projects. Proven track record of successful delivery of major capital projects. Experience of arranging and Chairing a variety of meetings with a wide range of stakeholders. Experience of maintaining accurate records to comply with Governance/Audit requirements.

Desirable

Experience of Project Managing NHS capital projects. Have experience of managing projects in a 'live' Hospital environment. A good working knowledge of the NHS Business Case process. Substantial design experience. A good working knowledge of BREEAM.

Qualifications and Knowledge

Essential

Educated to degree level, or equivalent experience of working at a senior level in a specialist Building/Engineering discipline. Evidence of post qualification learning and continual professional development

Desirable

Accredited Project Management qualification. Membership of professional construction/engineering body RIBA, MRICS, MCIBSE, MCIOB, MIET, MIHEEM, MIMechE. PRINCE2 Foundation Practitioner qualification or equivalent experience. AutoCAD or equivalent design experience.

Management and Leadership Skills

Essential

Experience of managing revenue, capital monitoring and cash flow systems. Project planning and strategic management skills. Practical and Intellectual Skills
